Call meeting to Order Chair Kirsch called the meeting to order at 7:00 p.m. II. Approval of Agenda Motion made by Carter to approve the agenda, s/Taylor. Motion carried. III. Approval of July 9, 2014 Meeting Minutes Motion made by Charnitz to approve the minutes, s/Weidenbach. Motion carried. IV. 66th Street Reconstruction Project Pearson introduced the topic and gave an overview of what would be discussed at the meeting. Jack Broz went over the Corridor Demand exercise and how the two alternatives (2 & 4B) “scored” for each mode/category for the segments east of I-35W. Additionally: • SHO presented a survey he conducted on behalf of the Richfield Bike Advocates which found a majority of respondents preferred concept 4B. • The County expressed that they would not do raised crosswalks or speed tables at side streets so there was some concern that 4B would be “bumpy” at the intersections like the current 76th St trail is. The County is confident that if 4B was selected they could design a favorable riding surface. • There was some concern about the proximity of bicyclists to sidewalk uses in 4B. • Motion made by Charnitz to recommend Concept #2 for all of 66th east of I-35W. Motion failed due to no second. • Decision to wait a month and get additional feedback and information before making formal recommendation. • County expressed concern that time is critical and they need direction. • “Homework” was assigned for intersection experience discussion. V. Portland Avenue Preliminary Design Pearson went over the details of the Portland Avenue Preliminary Layout. Motion by Weidenbach to approve, s/Taylor. Passed unanimously. VI. Lyndale Avenue Multimodal Improvements Pearson reviewed the design for Lyndale Avenue between 66th St and 62nd St. Motion by Taylor to recommend approval, s/Carter. Passed unanimously. VII. Nine Mile Creek Trail Kiosk Location Consensus was that the centrally located kiosk should be placed at Nicollet Ave. VIII.
