Meeting Minutes
February 5, 2014

I. Call meeting to Order
M. Kirsch called the meeting to order at 7:01 p.m.
II. Approval of Agenda
Motion made by Carter to approve the agenda, s/Ahlstrom. Motion carried.
III. Approval of January 8, 2014 Meeting Minutes
Motion made by Carter to approve the minutes, s/Severson. Motion carried.
IV. Welcome New Members
Gerald (Gerry) Charnitz
Theodore (Ted) Weidenbach
V. Election of Officers
Moved to April as per Commission bylaws
VI. Portland Avenue & 66th Street Reconstruction Projects
Jack Broz, Avenue Design Partners & Maury Hooper, Hennepin County
Open House Review/Recap
Hooper touched on traffic process and city staff discussed the City’s next step is to
review intersections for possibility of roundabout for both traffic and right-of-way.
Broz followed up with Concepts discussion and how they serve the vision portrayed
through the guiding principles.
Concept three was not recommended by technical staff to move forward for further
consideration.
Much discussion on bicycle facilities – on street versus cycle track.
o Winter maintenance on cycle track was discussed
o Charnitz commented that Concept #4 had much more impacts
o Consider future development of the City. If concept four is a draw, we
should consider it.
Motion made by Ness to move forward with concepts two and four, s/Ahlstrom.

VII. Penn Avenue & Nicollet Avenue Overlay Projects
Pearson discussed the following:
o 4-to-3 Lane Conversion Opportunity
o Corridor Comparisons to Portland Avenue
o Accelerated Timeline

2. Council Action – March
VIII. ADA Implementation Plan
Jeff reviewed ADA Implementation plan
Motion made by Carter to recommend approval to City Council, s/Ness. (Adopted
Unanimously)
