2013-12-04 TC MinutesATTACHMENT #2 Richfield Transportation Commission Meeting Minutes December 4, 2013 7:00 p.m. | Richfield Municipal Center | Bartholomew Room Commission members in attendance: Martin Kirsch (Chair), Gary Ness, David Taylor, Tim Carter, Ghislaine Ball, Ken Severson, Patrick Sorensen Liaisons: Sean Hayford Oleary, City Staff: Jeff Pearson, Kristin Asher, Liz Finnegan Others: Jack Broz, Dave Gepner, JoNette Kuhnau, Bill Klingbeil I. Call meeting to Order M. Kirsch called the meeting to order at 7:01 p.m. II. Approval of Agenda Motion made by Carter to approve the agenda, s/Ball. Motion carried. III. Approval of Meeting Minutes Incorrect minutes were attached to the packets. Review of November 6 minutes will be made at the next meeting. IV. North Lyndale Ave Corridor Ped/Bike Improvement Plan • JoNette Kuhnau of Kimley-Horn & Associates presented the North Lyndale Ave Corridor Plans • Commission decided to move action items to January meeting in order to get results of the open house. V. Portland Ave Reconstruction Project Preliminary Layout Alternatives Review and Discussion • Bill Klingbeil of Kimley-Horn & Associates presented on the preliminary layout alternatives for the Portland Ave Reconstruction project. • 40+ parcels that would need partial acquisition or easements for additional ROW • Commission asked about Lyndale Ave in Minneapolis o How does that compare to Portland Ave? • It was noted that the next Public Open House will be in January. VI. Intercity Trail Recommendation Motion made by Ball to recommend approval of the Intercity Trail Resolution as edited to reflect the following alignments: • West side of 12th Ave from 76th St to I-494 • 68th St to 18th Ave to Richfield Parkway in the area south of 66th Street s/Sorensen. Motion carried. VII. Sidewalk Expansion Discussion Motion made by Sorenson to get Council and City-wide input for the Sidewalk expansion, s/Ball. Motion carried. Discussion included: Consideration of including residential sidewalks with Mill and Overlay program Having sidewalks on at least on one-side of the street If it would increase parents who allow kids to walk to school Property value impacts with addition of sidewalks Maintenance in winter and long term Consideration of asphalt sidewalks Using Mindmixer or Online feedback Varying alignment to go around trees where needed ATTACHMENT #2 Lyndale Ave sidewalks – Not in M&O area but need improvements VIII. Penn/63rd Crosswalk Discussion • It was noted that the 64th Street ped signal was not working but has been fixed • Concern was made that at the TH62 Ramps a pedestrian has to cross the ramps to cross the road E-W. • Still concern about 63rd Street crossing. Question was asked as to what have other cities done to deal with this type of issue? IX. Updates Richfield Bike Advocates X. Upcoming Events/Meetings North Lyndale Ave Corridor Open House December 12, 2013 4-6pm Wood Lake Nature Center Next scheduled Commission meeting January 1, 2014- Motion made by Severson to reschedule next Commission meeting for January 8, 2014, s/Ness. Motion carried. Portland Ave Reconstruction Open House Wednesday, January 22, 2014, 4-7 pm Richfield Municipal Center XI. Adjournment Motion made by Carter to adjourn meeting, s/Ness. Motion carried. Adjourned at 9:15 pm.
