Meeting Minutes
November 6, 2013

I. Call meeting to Order
M.Kirsch called the meeting to order at 7:05 p.m.
II. Approval of Agenda
Motion made by Carter to approve the agenda with addition of an Edina Transportation
Commission update, s/Ness. Motion carried.
III. Approval of Meeting Minutes
Motion made by Carter to approve October 2, 2013 meeting minutes, s/Nutter. Motion
carried.
IV. Intercity Regional Trail Design
Stephen Shurson, Three Rivers Park District, and Mark Daubenberger, TKDA, presented on
the intercity regional trail design. Specific items to note include:
• 9 Mile Creek west into Edina targeted to be constructed in 2015
• The route is proposed to use the west side of 12th Ave. TRPD is working with
MnDOT on truss single span bridge across I-494.
o Utility relocation needed at the crossing area.
• The route is proposed to follow 18th Ave and 68th St from 66th to Cedar Ave. A
future developer will need to rebuild trail at the time that area is developed.
• Specific crossing treatments at the roundabout are being reviewed.
The Commission requested staff to bring back the Master Plan refinements for formal
Commission recommendation for approval.
V. County Road Reconstruction Projects
Staff reviewed results from the County Road projects Open House.
Jack Broz, Avenue Design Partners, presented on a draft Problem Statement using results
from previous Commission meetings and the Open House and explained how the
Performance Measures will be used moving forward into layout development.
VI. Proposed Mill & Overlay Program
Kristin Asher, City Engineer, presented on the proposed accelerated mill and overlay
program. The Commission requested she include a comparison of other funding
alternatives at the Open House (i.e. assessments, total reconstruction).
VII. Updates
Oleary gave an update on the recent activity of the Richfield Bike Advocates
Pearson provided updates on the following:
I-494 Projects/34th Avenue Interchange
Richfield Parkway
East Bike Routes

Shotwell gave an update of his attendance at the Edina Transportation Commission. The
Richfield Commission requested that a joint meeting with the Edina Commission be
scheduled to discuss outstanding items and Crosstown issues.

Motion made by Ness to adjourn meeting, s/Nutter. Motion carried. Adjourned at 9:12
pm.
