Meeting Minutes
December 5, 2012

Commission members in attendance: Martin Kirsch (Chair), Terry Ahlstrom, Gary Ness,
Steven Hurvitz, Pat Sorenson, Tim Carter.
Liaisons: Council Member Sue Sandahl, Maureen Scaglia, Bob Shotwell.
City Staff: Jeff Pearson, Kristin Asher.

I. Call to Order
M.Kirsch called the meeting to order at 7:03 p.m.
II. Approval of Agenda
Motion by Carter to approve the agenda, s/Ahlstrom. Motion carried.
III. Approval of Meeting Minutes
Motion by Ness to approve November 7, 2012 meeting minutes, s/Ball. Motion carried.
IV. County Road Visioning Process Overview
Pearson gave an overview of the proposed visioning process. It was recommended that
there would be an open house either within the March Commission meeting or
beforehand. Council Member Sandahl recommended adding a representative from the
Advisory Board of Health to the invite list.
V. Federal Bike Routes Design Options
Pearson gave an overview of the project and noted the design issues that led to the plan
changes from a “10-5-7” to “advisory bike lanes.” He explained the concerns that have
been brought up over the similar design in Edina and their response. It was explained
that removing the streets that the route covers from the State Aid designation would allow
the design to go back to the “10-5-7” configuration. There was discussion about safety
concerns of the advisory bike lanes but that they gave routes more flexibility in design.
Motion by Hurvitz to stay with the Advisory Bike Lane design for the East Connection Bike
Route, s/Ness. Motion passed unanimously.
VI. Updates
Pearson gave 2012 Transportation Projects Review presentation relating to projects in and
around Richfield.
VII. Meeting changes
Motion by Sorensen to change date and time of January meeting to 6:00pm on January
16, 2013 to accommodate the Visioning Workshop, s/Carter. Motion passed unanimously.
Motion by Hurvitz to change the start time for the February 6, 2013 meeting to 6:00pm,
s/Ness. Motion passed unanimously.

M/ Hurvitz to adjourn, s/Carter. Motion carried. Adjourned at 9:00pm.
The next Transportation Commission meeting will be held on January 16, 2013 at
6:00 p.m. at the Richfield Municipal Center, Bartholomew Room.
