Meeting Minutes
September 5, 2012
7:00 p.m. | Richfield Municipal Center | Bartholomew Room
Commission members in attendance: Martin Kirsch (Chair), Ken Severson, Terry Ahlstrom,
Gary Ness, Steven Hurvitz, Pat Sorenson, Ghislaine, Ball, Tim Carter, Sara Nutter.
Liaisons: Council Member Sue Sandahl, Maureen Scaglia, Bob Shotwell.
City Staff: Jeff Pearson, Kristin Asher, Mike Eastling.
Hennepin County Staff: Robert Byers, Maury Hooper, Craig Twinem

I. Call to Order
M.Kirsch called the meeting to order at 7:03 p.m.
II. Approval of Agenda
Motion by Carter to approve the agenda, s/Ball. Motion carried.
III. Approval of Meeting Minutes
Motion by Severson to approve September 5, 2012 meeting minutes, s/Ball. Motion
carried.
IV. County Road Reconstruction Projects
Pearson introduced the projects and roles that County staff, City staff, and consultants
would take. He went over the workflow chart and where the Commission would fit in to
the process. Byers reviewed the traffic analysis to be completed with the projects and the
scope of what would be studied. Jack Broz, HR Green, explained the visioning process
that would be used to engage the Council, several Commissions, and other stakeholders
during the preliminary design process. County staff gave and overview of the type of
work that had been done to date which included obtaining background information and
survey work. The visioning process and stakeholder engagement will begin in January
2013.
V. Bicycle Advisory Group
Flynn Rico-Johnson, Richfield do.town representative, reviewed the results from his
meeting with interested residents about the potential Bicycle Advisory Group. It was
suggested that the framework for the group remain as proposed in September. The group
would be organized independently of any official City organization but would either have a
Transportation Commission member attend meetings or have a designated group member
attend Commission meetings as a non-voting liaison. Motion by Hurvitz to allow assembly
of an independent Bicycle Advisory Group and have the City Council add a liaison member
from the group to the Transportation Commission, s/Ball. Motion passed unanimously.
VI. Updates
Pearson gave a brief update on the status of the meetings with homeowners along 17th
Avenue for the Richfield Parkway project. He also updated the Commission on the I-494
projects being performed by MN/DOT.

The next Transportation Commission meeting will be held on December 5, 2012 at
7:00 p.m. at the Richfield Municipal Center, Bartholomew Room.
