Meeting Minutes
September 5, 2012
7:00 p.m. | Richfield Municipal Center | Bartholomew Room
Commission members in attendance: Martin Kirsch (Chair), Ken Severson, Terry Ahlstrom,
Gary Ness, Steven Hurvitz, Pat Sorenson, Ghislaine Ball, Tim Carter, Sara Nutter.
Liasions: Council Member Sue Sandahl, Bob Shotwell.
City Staff: Jeff Pearson, Kristin Asher

I. Call to Order
M. Kirsch called the meeting to order at 7:02 p.m.
II. Approval of Agenda
Motion by Severson to approve agenda with addition of do.town initiative, s/ Ahlstrom.
Motion carried.
III. Approval of Meeting Minutes
Motion by Ness to approve June 6, 2012 meeting minutes with additional note regarding
Peter Easterlund’s resignation, s/ Hurvitz. Motion carried.
IV. Do.town Bicycle Advisory Group Initiative
Flynn Rico-Johnson, Richfield do.town representative, spoke about the large number of
residents he has met in his work that want to bike or walk more within the City. He stated
that many of them are looking for ways to get involved in a more meanigful way and one
suggestion was to organize a bicycle advisory group of some sort. This would be consistent
with recommendations in the City’s Bicycle Master Plan.
The Transportation Commission discussed possible the possible makeup of such an
organization and how they might be represented. Motion made by Hurvitz for Rico-Johnson
and Pearson to guage true interest and work on the organization structure, s/Kirsch.
Sorenson volunteered to assist in the effort as well. Rico-Johnson and Pearson will report
on the issue at the next meeting.
V. Complete Streets
Pearson presented an overview of past studies and direction that set the foundation for the
draft policy. Motion by Severson to approve the draft with the addition to include that the
entire community be notified and considered as a stakeholder, s/Ness. Motion carried
unanimously.
VI. Flashing Yellow Arrows
Pearson presented on the topic of flashing yellow arrow signals. Motion by Hurvitz to
contact US Bank and/or Meridian Crossings and suggest that they contribute funding
towards the installation of a FYA at 77th Street in order to expedite the signal change,
s/Severson. Motion carried. Motion by Severson to direct Hennepin County to incorporate
flashing yellow along corridors in future reconstruction, s/Hurvitz. Motion carried.
VII. Updates
Pearson gave a brief update on the Fall Bike/Ped counts, the status of the 76th Street East
reconstruction the I-494 projects and the progress of the Richfield Parkway Phase II
planning.
VIII. Adjournment
M/ Hurvitz to adjourn, s/Severson. Motion carried. Meeting was adjourned at 8:47 P.M.
IX. October meeting canceled. The next Transportation Commission meeting will be
held on November 7, 2012 at 7:00 p.m. at the Richfield Municipal Center,
Bartholomew Room.
