Meeting Minutes
June 6, 2012
7:00 p.m. | Richfield Municipal Center | Bartholomew Room
Commission members in attendance: Martin Kirsch (Chair); Ken Severson; Terry Ahlstrom;
Gary Ness; Peter Easterlund, Steven Hurvitz, Pat Sorenson, Ghislaine Ball, Tim Carter, Sara
Nutter.
Liasions: Council Member Sue Sandahl, Bob Shotwell, Maureen Scaglia.
City Staff: Jeff Pearson

I. Call to Order
M. Kirsch called the meeting to order at 7:00 p.m.
II. Old Business
Hurvitz expressed concern about the tight curves on Humboldt Avenue at 76th Street.
Motion by Hurvitz to have staff look into any safety concerns and potential solutions,
s/Severson.
III. Approval of Agenda
Motion by Hurvitz to approve agenda, s/ Easterlund. Motion carried.
IV. Approval of Meeting Minutes
Motion by Ness to approve May 2, 2012 meeting minutes, s/ Carter. Motion carried.
V. HOURCAR Presentation
Chris Bineham, HOURCAR Program Manager, gave an overview of the car sharing program
and future expansion plans. He noted that while they don’t have plans to expand into
Richfield in the near future, there are some locations that meet the criteria they look for.
VI. Crosswalks
Pearson presented an overview of the current crosswalk policy, provided a summary of the
engineering guidelines and studies that have been completed, and discussed specific
locations and issues of crosswalks in Richfield. Discussion revolved around complaints
regarding 63rd Street and Penn Avenue. In it’s current form, this crosswalk is not
recommended for striping. Motion by Hurvitz for staff to come back to the Commission
with recommended “good, better, best” treatments for the 63rd Street and Penn Avenue
crossing. Addition by Ball to include all of Penn Business District in the recommendations,
s/Severson.
VII. Updates
Pearson gave a brief update on the status of the 76th Street East reconstruction and the
progress of the Richfield Parkway Phase II planning.
VIII. Adjournment
M/ Ness to adjourn, s/Easterlind. Motion carried. Meeting was adjourned at 9:17 P.M.
IX. July and August meetings canceled. The next Transportation Commission
meeting will be held on September 5, 2012 at 7:00 p.m. at the Richfield Municipal
Center, Bartholomew Room.
