2012-05-02 Transpo Commission MinutesATTACHMENT #1 Richfield Transportation Commission Meeting Minutes May 2, 2012 7:00 p.m. | Richfield Municipal Center | Bartholomew Room Commission members in attendance: Martin Kirsch (Chair); Ken Severson; Terry Ahlstrom; Gary Ness; Peter Easterlund, Steven Hurvitz, Pat Sorenson, Ghislaine Ball, Tim Carter. Liasions: Bob Shotwell City Staff: Jeff Pearson; Kristin Asher. Others: David Gepner I. Call to Order M. Kirsch called the meeting to order at 7:00 p.m. II. Approval of Agenda Motion by Carter to approve agenda, s/ Ahlstrom. Motion carried. III. Approval of Meeting Minutes Motion by Hurvitz to approve April 4, 2012 meeting minutes, s/ Severson. Motion carried. IV. Three Rivers Park District (TRPD) Intercity Regional Trail Master Plan Resolution of Support Pearson presented the draft resolution for comment. Hurvitz commented through a motion that Pearson did not need to read the entire resolution. Motion by Hurvitz to approve resolution and recommend approval to the City Council, s/Easterlund. Motion carried. V. Bicycle Master Plan Pearson presented an overview of comments and responses incorporated into the plan. Comments in discussion included the following additions/ammendments to the plan:  Make adopt-a-block type signs legal, recommend modifying any sign ordinance that may limit the implementation of that program. m/Hurvitz, s/Severson.  Include trash recepticles be installed at key locations and where issues arise after implementation. Request that TRPD include trash recepticles in their kiosks. Motion by Hurvitz to approve the plan as ammended and recommend to the City Council for approval, s/Severson. Motion carried. VI. County Road/Arterial Prioritization Pearson presented a summary of how the commission’s key category rankings, including changes requested at the April meeting, were incoporated into the weighted technical scoring results. Motion by Hurvitz to approve for City Council consideration as presented, s/ Ball. Motion carried. VII. Updates Asher gave a brief update on the status of the 76th Street East reconstruction and the completion of the Metro Sewer project. Pearson updated the Commission on the upcoming impacts to traffic due to closures associated with the redevelopment projects around the City. VIII. Adjournment M/ Ness to adjourn, s/Easterlind. Motion carried. Meeting was adjourned at 8:25 P.M. IX. The next Transportation Commission meeting will be held on June 6, 2012 at 7:00 p.m. at the Richfield Municipal Center, Bartholomew Room.
