Liasions: Maureen Scaglia, Bob Shotwell, Council Member Sue Sandahl. City Staff: Jeff Pearson; Kristin Asher. Others: Kelly Grissman I. Call to Order M. Kirsch called the meeting to order at 7:03 p.m. II. Approval of Agenda Motion by Hurvitz to approve agenda, s/ Easterlund. Motion carried. III. Approval of Meeting Minutes Motion by Severson to approve March 7, 2012 meeting minutes, s/ Ahlstrom. Motion carried. Joint Meeting Portion w/ Community Services Commission IV. Three Rivers Park District (TRPD) Intercity Regional Trail Master Plan Presentation Kelly Grissman, Planner for Three Rivers Park District, presented the draft Intercity Regional Trail Master Plan to the joint Commissions. Discussion included:  How crossings of highways were to be made.  Desire for bicycle facilites east side Highway 77 (on Longfellow Avenue).  Advantages and disadvantages of the two alternative routes for the trail near the Richfield Parkway/Cedar Avenue/66th Street area.  How to view and comment on the full draft Master Plan. Pearson will send out the link to the TRPD website for Commission members to view and comment on the plan. Transportation Commission Meeting V. Election of Officers Chair: Kirsch, nominated by Sorenson, s/Severson Vice-Chair: Hurvitz, nominated by Severson, s/Ahlstrom. VI. County Road/Arterial Prioritization Pearson presented a summary of the project history and purpose. The Key Categories and their definitions were reviewed as well as the Segment Summary Sheets that had previously been created. The Technical Scoring Document and Ranking Results were presented along with an explanation of how the document was constructed. Discussion on the topic included:  The possibility of addressing issues along various streets without a full reconstruction (example given was sidewalk reconstruction to make it more ADA compliant).  How to more accurately address the pavement condition of Portland Avenue after the 2010 overlay  If the key technical categories should be weighted by the Commission. Motion by Hurvitz to alter the Portland Avenue pavement condition number to be a weighted average of 60% pre-2010 index and 40% post-2010 index, s/Ahlstrom. Motion carried. ATTACHMENT #1 Motion by Sorenson to get rid of the “Without Severe Crashes” ranking results in the spreadsheet, s/Hurvitz. Motion carried. Motion by Hurvitz for the Commission to weight the key technical categories in order of importance in the raning results, s/Nutter. Motion carried. Commission members will submit their individual weighting results to staff in order to factor those results into the rankings. VII. Updates Asher gave a brief update on the status of the North Richfield Parkway and Taft Lake Improvements project. Pearson updated the Commission on the Bicycle Master Plan open house and some of the comments received. Hurvitz noted that he attended the Open House and felt staff did a nice job presenting the information to the public. Pearson noted that due to site construction at Menard’s, 77th Street will have traffic impacts including a full closure of eastbound lanes between Nicollet Ave and 2nd Ave. The closure should be open by the first week of May. Finally, Asher gave a quick update that the contractor for the Metro Sewer Project should be returning soon to complete the remaining project items on 76th Street. VIII.
