DRAFT Meeting Minutes
October 5, 2011

Lund; Gary Ness; Peter Easterlund.

I. Call to Order
M. Kirsch called the meeting to order at 7:03 p.m.
II. Approval of Agenda
Motion by Easterlund to approve agenda, s/ Ness. Motion carried.
III. Approval of Meeting Minutes
Motion by Easterlund to approve August 3, 2011 meeting minutes, s/ Ness. Motion carried.
IV. Crosstown Auxiliary Lane Discussion
Mike Eastling discussed the possibility of auxiliary lanes on Highway 62 between the I-35W
junction and the Highway 77 interchange. He explained the level of staff discussion on the
issue and got feedback from the Commission on how to proceed with further discussion
with other agencies.
V. 76th Street & Upton Avenue Traffic Signal
Pearson reviewed the issues behind the proposal to remove the 76th Street and Upton
Avenue traffic signal. Background on the signal was presented as well as major issues with
operations today.
Motion was made by Sorensen to recommend that the City Council consider the signal
removal contingent on staff holding a neighborhood meeting to discuss the proposal, s/
Lund. Motion passed unanimously.
The Commission also asked that staff look into the possibility of retrofitting the signal into a
pedestrian activated system only.
VI. “No Turn On Red” at 76th Street & Knox Avenue
The Commission discussed the “No Turn on Red” sign at 76th Street and Knox Avenue and
the issues the delay is having on Metro Transit bus schedules. Rather than removal of the
sign, motion was made by Ness recommending the placement of a “Buses Exempt” placard
underneath the “No Turn On Red” sign to minimize the delay for the Express Buses, s/
Sorensen. Motion passed unanimously. Staff will also explore alternative signage for this
intersection.
VII. Do.Town Initiative
Pearson reviewed the Do.Town initiative kicked off by Richfield, Bloomington, and Edina
along with Blue Cross Blue Shield. The Commission will continue to discuss ways to
contribute to the initiative in the future.
VIII. Future Meetings Discussion
The Commission discussed the process of scheduling future meetings. Consensus was to
continue the current process of having a standing meeting and cancelling if warranted.
IX. Updates
Asher updated the Commission on the status of the Metro Sewer Poject.
Pearson gave updates on the Nicollet Ave Bridge project, and the status of the Bicycle
Master Plan review.
