Richfield Transportation Commission
Meeting Minutes
May 4, 2011
7:00 p.m. | Richfield City Hall | Council Chambers
Commission members in attendance: Martin Kirsch (Chair); Gail Lund; Gary Ness; Tim Carter;
Peter Easterlund; Andrew Wittenborg.
Liasions: Bob Shotwell; Maureen Scaglia; Council Member Sue Sandahl.
City Staff: Jeff Pearson; Kristin Asher.
I. Call to Order
M. Kirsch called the meeting to order at 7:03 p.m.
II. Approval of Agenda
Motion by Ness to approve agenda, s/ Easterlund. Motion carried.
III. Approval of Meeting Minutes
Motion by Carter to approve March 2, 2011 meeting minutes, s/ Easterlund. Motion carried.
IV. Arterial Roads Prioritization
J. Pearson reviewed the revised segment summaries. The Commission recommended
several revisions and/or additions:
• Including 66th Street in the process
• Creating a table to compare all data
• Staff should rank categories that are data driven
• Add tranist frequency
• Update crash data
• Add photos to highlight key items
Pearson will continue to revise the sheets and collect additional data to include.
V. 69th/70th Street Traffic Calming
Pearson presented common traffic calming elements that are used by engineers to aid in
calming traffic. He explained what neighboring cities have included for both options and
policy in their traffic calming guidelines.
The Commission recommended that PW staff be involved in reviewing all measures for
inclusion or exclusion in any ultimate policy.
The Commission also asked that the neighborhood that was set up as a basket weave stop
sign layout north of the Best Buy campus be surveyed to examine if changes should be
made to better match the layout used in the rest of the city.
Pearson mentioned that in future meetings, the Commission will take a look at what has
been done in the past in the 69th/70th Street areas and how street classification factors in
to possible traffic calming designs.
VI. Updates
Asher updated the Commission on the Metro Sewer project and street closures involved
with the project.
Pearson gave updates on the NTPP bike routes, the resurfacing of the Nicollet Avenue
Bridge, and the PRO Signal Project that affects signals along the 76th/77th Street corridor.
VII. Adjournment
M/Easterlund to adjourn the meeting, s/ Ness. Motion carried. Meeting was adjourned at
8:30 P.M.
VIII. The next Transportation Commission meeting will be held on June 22, 2011 at
7:00 p.m. at the Richfield Municipal Center, Bartholomew Room.
