DRAFT Meeting Minutes
February 2, 2011

I. Call to Order
M. Kirsch called the meeting to order at 7:01 p.m.
II. Approval of Agenda
Motion by Wittenborg to approve agenda with addition of one item – Update on NTPP
projects, s/Easterlund. Motion carried.
III. Approval of Meeting Minutes
Motion by Easterlund to approve January 5, 2011 meeting minutes with addition of one
item by Lund, s/ Wittenborg. Motion carried.
IV. Richfield Sidewalk Maintenance Policy
Mark Hall reviewed the general operation and snow removal priorities for sidewalks in
Richfield.
V. Richfield Parkway North Connection Planning
Jupe Hale reviewed the feedback from previous meetings. He presented the technical chart
that the Commission then used to score the alternatives. Hale will tally the scores for use
at the next meeting.
VI. No Turn On Red Sign Removal
Pearson reviewed the comparisons of similar locations in Minneapolis where NTOR signs
were removed and the before and after study of those areas. He noted that there was no
significant difference in crash rates that would lead to not recommending the removal of
the signs at 66th & Lyndale and 66th & Nicollet.
Motion by Easterlund to recommend the removal of the no turn on red signs at 66th St. &
Lyndale Ave. and 66th St. & Nicollet Ave. with review after 1-2 years to verify impact,
s/Sorensen. Motion carried.
VII. Updates
Nutter updated the Commission on the efforts of the bicycle master plan task force.
Pearson updated the Commission on the Non-Motorized Transportation Pilot Projects and
that they would go to the City Council for consideration in February.
VIII. Adjournment
M/Ness to adjourn the meeting, s/Easterlund. Motion carried. Meeting was adjourned at
9:25 P.M.
IX. The next Transportation Commission meeting will be held on March 2, 2011 at 7:00
p.m. at the City Hall Council Chambers.
