DRAFT Meeting Minutes
December 1, 2010

Call to Order
M. Kirsch called the meeting to order at 7:02 p.m.
Approval of Agenda
Motion by Carter to approve agenda, s/Sorensen. Motion carried.
Approval of Meeting Minutes
Motion by Carter to approve November 3, 2010 meeting minutes, s/ Lund. Motion carried.
Richfield Parkway North Connection Planning
Jupe Hale reviewed the open house comments received. He noted the lack of awareness by the public of the overall vision for the corridor and asked if this is something that should be
added to the criteria for evaluation. Consensus was to add “Meets the Vision of Richfield Parkway” to the criteria.
Hale asked the Commission members to rank the criteria so that future evaluation of alternatives could be weighted. Members not present were sent the ranking form to complete on their
own.
Hale went over the layout alternatives and explained the addition of a 15 mph curve with stop signs. The roundabout option was eliminated and the ‘do nothing’ alternative became a true
do nothing with no improvements suggested for the roadway. The alternatives to carry forward are as follows:
25 mph curve (full Bloomington Ave access)
Four-way stop
15 mph curve (full Bloomington Ave access)
Do Nothing Alternative
Updates
Pearson updated the Commission on the Crosstown HOT lanes and Bus Rapid Transit service that is open on I-35W.
Pearson updated the Commission on the Bicycle Master Plan Task Force progress.
Future Agenda Items
The Commission requested staff to compare the locations of the No Turn on Red signs that have been removed in Minneapolis to those proposed in Richfield to see if the circumstances are
similar. Consensus was that an open house was not needed if neighboring residents are adequately informed of the removals.
