DRAFT MEETING MINUTES
JULY 7, 2010

Commission members in attendance: Martin Kirsch (Chair); Gail Lund; Andrew Wittenborg; Pat Sorensen; Barb Kritzman; Peter Easterlund; Gary Ness; Bob Shotwell; Council Member Sue Sandahl.
Others in attendance: David Gepnar

CALL TO ORDER
M. Kirsch called the meeting to order at 7:01 p.m.
APPROVAL OF AGENDA
Motion by Kritzman to approve agenda, s/. Motion carried.
APPROVAL OF MEETING MINUTES
Motion by Sorensen to approve June 2, 2010 meeting minutes, s/ Easterlund. Motion carried.
PORTLAND AVENUE LANE RECONFIGURATION PILOT PROJECT
Pearson reviewed the public involvement process and comments on the 3-lane conversion proposal. Issues and concerns raised were:
Loss of Sunday parking
Fewer traffic gaps making it difficult to exit driveways
Installing driveway turnarounds against code (This item has been researched by staff and found to be not applicable to residents on arterials)
% of rental units believed to be higher than average
The Commission discussed the Pilot Project. Shotwell expressed interest in revising the design of the driveway approaches when they are reconstructed to allow larger flares on the up-traffic
side. He stated this would allow for easier backing out of driveways.
Motion was made by Kritzman to recommend moving ahead with the Pilot Project to be re-evaluated after a period of one year, s/Sorensen. Motion passed (unanimous).
NON-MOTORIZED TRANSPORTATION GRANT PROJECTS
Pearson reviewed the preliminary plans provided by HR Green. He also reviewed the comments and noted that with the variance on the West Connection there is no longer restricted parking
in front of any homes. There were no comments left at the last open house. Pearson noted that the current schedule has the City Council considering the routes at the July 27, 2010
meeting.
Motion was made by Easterlund to recommend both the East and West Connection bike routes to the City Council for approval, s/Wittenborg. Motion passed (unanimous).
ARTERIAL ROAD PRIORITIZATION
Pearson collected the remaining segment surveys. Members were asked for their initial reactions to the segments. Several members said it was eye opening and very beneficial to actually
get out and take a closer look at the streets in the City. Pearson stated he will be preparing a document that summarizes or combines the surveys in some manner.
FUTURE AGENDA ITEMS
A request was made to present on the 35W Solutions Alliance report and the MHSIS study and how they affect Richfield.
