DRAFT Minutes 01-06-10RICHFIELD TRANSPORTATION COMMISSION DRAFT MEETING MINUTES JANUARY 6, 2010 7:00 p.m. | Richfield City Hall | Council Chambers Commission members in attendance: Martin Kirsch (Chair); Sara Nutter; Gail Lund; Pat Sorensen; Barb Kritzman; Bob Shotwell; Peter Easterlund; Gary Ness; Gerald Charnitz; Maureen Scaglia; and Council Member Sue Sandahl. Others in attendance: David Gepner City Staff: Jeff Pearson, Kristin Asher Osberg, John Stark. Excused absence: Steve Lindgren CALL TO ORDER M. Kirsch called the meeting to order at 7:00 p.m. APPROVAL OF AGENDA Motion to approve the agenda by Kritzman, s/ Easterlund. Motion carried. APPROVAL OF MEETING MINUTES Motion by Easterlund to approve December 2, 2009 meeting minutes, s/Shotwell. Motion carried. 73RD ST. & NICOLLET AVE. TRAFFIC SIGNAL REQUEST The commission reviewed the letter prepared by staff. Direction was given to make a minor language change in the second bullet point sentence. COUNTY ROAD CORRIDOR PRIORITIZATION Pearson and Asher introduced the topic of prioritizing the County Road and Arterial segments within the City in a formal manner based on several key categories. This study would be very useful in pursuing outside funding sources to improve the failing infrastructure within Richfield, regardless of jurisdiction. The commission was briefed on correspondence with the County concerning their segments of roadway within the city. Commission members reviewed the draft list of categories and road segments prepared by staff and contributed additional categories and segments to consider. It was agreed that staff will assemble additional information for the February meeting so that the Commission can continue with the study and ranking exercise. UPDATES BICYCLE MASTER PLAN TASK FORCE Pearson summarized the concern that some Council members had with the Commissions independent action and that Council members wanted to discuss the issue at the next Council meeting. This issue can then be resumed based on their direction. FUTURE AGENDA ITEMS TRAFFIC CALMING STRATEGIES PRESENTATION Pearson will be putting together a presentation on the variety of traffic calming methods that are typically used in problem areas and the positives and negatives of these methods. ARTERIALS PARKING POLICY Pearson noted that this policy was being developed by Tom Foley and was never finalized. Staff will update the policy based on County input for the commission to review and discuss. ADJOURNMENT M/Kritzman to adjourn the meeting, s/Easterlund. Motion carried.
