DRAFT Minutes
Commission members in attendance: Barbara Kritzman (Chair); Bob Elliott (Vice-Chair); Bob Shotwell; Council Member Sue Sandahl; Maureen Scaglia; Pat Sorensen; Steve Lindgren; Jay Hermann;
Jackie Heinen; Martin Kirsch; Sara Nutter; and, Gary Ness. Others in attendance: Mayor Debbie Goettel; Council Member Fred Wroge; V. A. “Woody” Duvlea; Larry Wozniczka; Joni Giese
of SRF and City Staff: Kristin Asher and Tom Foley.
B. Kritzman called the meeting to order at 7:00 p.m.
Agenda was approved in a motion moved by S. Lindgren; and seconded by J. Hermann
Motion to approve February 7, 2007 meeting minutes was made by M. Kirsch, seconded by Lindgren. Motion passed unanimously.
76th Street Cross Section Study
Joni Giese of SRF presented five alternative designs for 76th Street east of 35W. All options provide two lanes of traffic. She explained they ranged from green to gray. The greenest
option emphasized grass and trees. The grayest stressed features that required mostly concrete or hard surfaces. T. Foley reported on the March 5 Open House and public comments received.
He mentioned that the City has additional time to decide on its preferred design option for 76th Street.
Commission members directed staff to:
display the options visually for residents to understand the differences among them;
provide cost estimate for the work from 11th Avenue to Cedar Avenue not included in the Sewer Interceptor Project;
provide cost estimate and who will pay to place utility lines underground;
look at advanced signal for bicycles; and,
consider placing 75th Street utilities underground.
Discussion followed on the need for Council direction of placing utilities underground and for parameters such as a matrix for the Commission to make its recommendation.
Lyndale Avenue 6300 Block
K. Asher presented the design options for the 6300 Block of Lyndale Avenue. She also discussed the results of the March1st Open House. Due to poor weather she is holding another Open
House on March 21st from 6:00 p.m. to 7:30 p.m. at Richfield City Hall. The project may begin in August 2007.
Lyndale Avenue Bridge over I-494
T. Foley reported that Mn/DOT and FHWA indicated verbally that approval of the layout will occur in April 2007. Coordination with the replacement of the 76th Street was discussed today.
The City wants 76th Street bridge rebuilt in 2008 and Lyndale Avenue Bridge rebuilt in 2009. The 76th Street Bridge may be delayed until 2010 if funding can not be resolved.
Non-motorized Transportation Grant Applications
T. Foley discussed proposals the City staff has suggested for this federal funding. They include: design and construction of Richfield Parkway; new design of sidewalks along arterials;
enforcement/education on crosswalks; and, signal countdown timers/chokers/bike racks.
494 Transit Study
T. Foley located information on 494 transit for discussion next month.
66th St. & Richfield Parkway Roundabout
Neighborhood meeting will be held to review landscaping plan.
Personal Rapid Transit
Bill James of Jpod asked to give a presentation to the Commission. He will be invited to a meeting this summer.

Neighborhood meeting on 17th Avenue landscaping. No date has been set.
