DRAFT Minutes
Commission members in attendance: Barbara Kritzman (Chair); Bob Elliott (Vice-Chair); Bob Shotwell; Sara Nutter; Pat Sorensen; Council member Suzanne Sandahl; Steve Lindgren; Maureen
Scaglia; and, Gary Ness. Others in attendance: William Svoboda; Larry Wozniczka; and, City Staff: Tom Foley and Kristin Asher.
B. Kritzman called the meeting to order at 7:07 p.m.
Motion to approve the agenda made by S. Lindgren, seconded by S. Nutter. Motion passed unanimously.
Motion to approve minutes of August 2, 2006 meeting, made by S. Lindgren, seconded by G. Ness. Motion passed unanimously.
Motion to approve minutes of August 24, 2006 joint meeting with Bloomington Transportation and Traffic Advisory Commission and revise the minutes to show that Sue Sandahl was present
for the meeting and that Gary Ness was not present, made by B. Elliott, seconded by S. Lindgren. Motion passed unanimously.
Mid-Block Crosswalk on Lake Shore Drive
T. Foley submitted a staff recommendation that the mid-block crosswalk on the west side of Lake Shore Drive be removed. Under the new City Crosswalk Policy citizens are given an opportunity
to comment on the proposed removal. A letter was included in the Commission packet that showed that the Lake Shore Drive Condominiums did not oppose the removal of the crosswalk. If
the City Council approves its removal, it would not be done until the summer of 2007 as part of a mill and overlay project. Motion to recommend that the Council approve the removal
of the Lake Shore Drive mid-block crosswalk was made by S. Lindgren, seconded by B. Shotwell and passed unanimously.
Lyndale Avenue Bridge
T. Foley noted that Bloomington and Richfield would jointly sponsor the upcoming Public Open House. It will be held on September 21, 2006 from 5:00 p.m. to 7:00 p.m. Commission members
were encouraged to attend to speak directly with citizens and listen to their comments. He also mentioned that the Commission would be asked to recommend to Council a preferred design
for the Lyndale Avenue Bridge at its regular Commission meeting on October 4, 2006.
76th Street
S. Lindgren asked that information on the scheduling of the replacement of the 76th Street Bridge over I-35W is made available at the Lyndale Avenue Bridge Open House. K. Asher estimated
that work on the new sanitary sewer interceptor under 76th Street might begin as early as 2008. City staff will check with Mn/DOT on the schedule for the 76th Street Bridge.
Bicycle Planning
T. Foley is planning on holding a workshop for bike users in October to get their input on bikeway planning. He shared some of the ideas that he heard about at the National Pro Walk/Pro
Bike Conference in Madison, WI last week.
County Roads Study
T. Foley gave a presentation on the concept of Complete Streets. They accommodate all forms of transportation including pedestrians and bicyclists. The concept would help the city in
updating its comprehensive plan of which the County Roads Study is a part.
17th Avenue Parkway
T. Foley explained that tomorrow the city staff would see proposals for the design of the new 17th Avenue Parkway. He also asked for ideas to rename 17th Avenue. The Commission suggested
Cedar Parkway and Taft Parkway. The street would have two names until such time existing homes are purchased for redevelopment. That way, the property owners will not be inconvenienced
by having to change their address. There is some urgency to deciding on a new name. The Cedar Point development needs addresses soon for the new businesses that will be moving in.
MVST Constitutional Amendment
K. Asher gave a report on the City’s efforts to advertise the Motor Vehicle Sales Tax (MVST) Amendment. She had spoken to the residents of Village Shores Apartments and was well received.
Roundabout Communications Plan
K. Asher discussed a communications plan prepared by city staff to inform residents on roundabouts. The plan envisions information being shared once every two months for the next year.
Other Business
Staff was asked to check with Hennepin County on why no advanced notice was given to businesses on Penn Avenue before that road received a mill and overlay. Advanced notice was given
to businesses along Nicollet Avenue when similar repair work was done.
Randy Matheus was excused from attending this meeting.
A letter for B. Elliott’s signature should be sent to Commission members reminding them of the Commission’s attendance policy. City staff should also send an e-mail to Commission members
shortly before each meeting as a reminder.
