Commission members in attendance: Steve Lindgren (Chair), Barbara Kritzman (Vice-Chair); Council Member Suzanne Sandahl; Sara Nutter; Bob Elliott; Todd Nollenberger; Don Anderson; Maureen
Scaglia; Gary Ness; and Mike Titzer.

City Staff: Kristin Asher, Tom Foley and Bruce Nordquist.
S. Lindgren called the meeting to order at 7:00 p.m.
Motion to approve agenda made by B. Kritzman, second by G. Ness. Motion passed unanimously.
Motion to approve minutes of July 6, 2005 meeting made by B. Elliott, second by D. Anderson. Motion passed unanimously.
66th Street/Portland Avenue Intersection Study Discussion
Tony Heppelmann of WSB and Associates led a discussion of the July 27, 2005 memorandum regarding 66th Street and Portland Avenue Intersection Design. The memorandum details how the
different intersection design alternatives compare related to the evaluation criteria identified by the Commission in previous meetings.
S. Lindgren felt additional information regarding the actual number of transit riders would be helpful.
Proposed Stop Sign Policy
Floyd W. Roman addressed the Commission with his concerns regarding the proposed stop sign policy. His concerns included:
Failure to make complete stops for in-place stop signs is one of the most common traffic law violations.
With the addition of through streets speeding may be encouraged.
Feels it is a shame to put stop signs up at every intersection when in actuality only estimated 20% of uncontrolled intersections have experienced reported crashes.
T. Nollenberger motioned to table the discussion until the September meeting, second by B. Elliott. Motion passed unanimously. Staff will provide all comments received.
I-494/Lyndale Avenue Bridge
T. Heppelmann reviewed the parking impacts on the Shops at Lyndale caused by the existing layout options:
Option 1 – 2004 Single Point w/ Braided Ramp with access to 494, no access to 35W
Option 2 – 2000 Single Point w/ access to Collector-Distributor road, 494 and 35W
Option 4 – Tight Diamond Split Ramp with access to 494 and 35W
Option 4A – Tight Diamond Double Split with access to 494 and 35W
Option 4B – Single Point with access to 494 and Southbound 35W
Past meetings and discussions with the Minnesota Department of Transportation regarding safety and traffic operations has narrowed the feasible intersection options to Option 1, 4A,
or 4B. Access to 35W may be accommodated by taking additional right of way.
The Commission requested T. Heppelmann and staff to schedule a public meeting in cooperation with the City of Bloomington to present Options 1, 4A, and 4B to citizens and businesses
for comment.
Liaisons to Adjacent Transportation Commissions
Barb Kritzman will attend the Edina Transportation Commission (ETC) - 4th Thursdays at 6 p.m. (All meetings are held in the Community Room at Edina City Hall, 4801 W. 50th St.)
Bob Elliott will consider attending Bloomington’s Traffic and Transportation Advisory Commission (TTAC) - 2nd and 4th Thursdays at 5:30 p.m. (Meetings are held in the Training Room of
the Public Works Building, 1700 W. 98th Street.) Bob will review meeting agendas to determine if topics may interest Richfield.
Council member Sue Sandahl will serve as liaison to both the 494 Corridor Commission and the 35W Solutions Alliance
Adjournment Moved by B. Kritzman, seconded by G. Ness. The motion passed and the meeting was adjourned at 8:55 PM.
