Minutes 6-01-05Richfield Transportation Commission Wednesday, June 1, 2005 7:00 p.m. Richfield City Hall, Council Chambers DRAFT Minutes Commission members in attendance: Steve Lindgren (Chair), Barbara Kritzman (Vice-Chair); Suzanne Sandahl; Bill Kilian; Bob Elliott; Robert Shotwell; Lezlie Vermillion; Gary Ness; Todd Nollenberger; and Don Anderson; Others in attendance: Council member Fred Wroge; William C. Svoboda; Larry Wozniczka; Tim Teachout; Morris Nilsen; Justin Rhodes; Bruce Nihart; June & Henry Lundquist of Lakeville; Jody Thiesfelt of Lakeville; Larry Rogers; Diane Peterson; and Kim Lundquist of Bloomington. WSB Staff: Tony Heppelmann, SEH staff: Glen Van Wormer; City Staff: Kristin Asher, Tom Foley and Bruce Nordquist. S. Lingren served as Chair for the meeting. At 7:00 p.m. S. Lindgren called the meeting to order. G. Ness requested that the Commission add to its agenda a discussion of a proposed golf driving range in Veteran’s Memorial Park of Richfield. Motion to approve amended agenda made by R. Shotwell, second by B. Elliott, motion passed unanimously. Motion to approve minutes of April 13, 2005 meeting made by D. Anderson, second by B. Elliott. Motion passed unanimously. Motion to approve minutes of May 11, 2005 meeting made by D. Anderson second by B. Elliott. Motion passed unanimously. 66th Street/Portland Avenue Intersection Study. Bruce Nordquist reported on the May 11th Land Use Open House Session, and passed out a summary of comments received. Mr. Nordquist stated that the intersection design will drive land use choices while the Planning Commission plans to take the lead in land use discussions. Mr. Nordquist will meet with Planning Commission before the next Transportation Commission meeting. Tony Heppelmann provided a handout on 66th Street/Portland Avenue 2030 traffic forecasts, which were completed with assistance from Mr. Glen Van Wormer. The forecasts assumed a one- percent annual growth rate from existing peak hour traffic counts. Adjustments were made for known changes in access and redevelopment in the area. The Hennepin County Department of Public Works is comfortable with the WSB/SEH traffic forecast of one- percent annual growth. Based on the above described traffic forecasts the study determined that: Single left-turn lanes will be adequate, provided that right-turn lanes are constructed for both westbound and southbound approaches; and, A roundabout also has capacity to accommodate the projected traffic volumes. Mr. Heppelmann suggested doing a Sensitivity Analysis next month that takes into account possible additional traffic. Next month the Commission will be asked to select a design type for the intersection. 66th Street and 17th Avenue Intersection Mr. Hepplemann provided a general overview of the proposed road system along thte Cedar Point Development. This briefly discussed the proposed 66th Street and 17th Avenue intersection. Lyndale Avenue Bridge Mr. Heppelmann of WSB explained that a meeting on June 3 with Mn/DOT will be held to review the operational analysis of alternative designs for the Lyndale Avenue Bridge. He will report back to the Commission in July. He asked for guidance from the commission on the merits of the three alternatives. Some commissioners favored a “Single Point Diamond” with or without 35W access. Others stated that 35W access is very important. Future Agenda Items Future agenda items were identified: reconsider the removal of stop signs on 76th St. at 3rd Ave.; a report on 76th St. traffic and transit operations and invite a Metro Transit staff person; select a design type for 66th St. and Portland Ave. intersection; Public review process for 66th St. and 17th Ave. intersection; and, report on the Lyndale Avenue Bridge.
