I. Call meeting to Order
M. Kirsch called the meeting to order at 7:02 p.m.
II. Approval of Agenda
Motion made by Severson to approve the agenda, s/Ahlstrom. Motion carried.
III. Approval of February 5, 2014 Meeting Minutes
Motion made by Severson to approve the minutes, s/Taylor. Motion carried.
IV. Portland Avenue & 66th Street Reconstruction Projects

City Council Worksession Direction
o Direction from Council was to move forward with Concept 2
Property Owner Meetings Recap
o Out of the 83 property owners, 15 attended
Continued Design Discussion
o Consensus is to move forward with Concept 2 – centered (not meandering to
stay within ROW).
Major Intersections 70th, 73rd, 76th
o Roundabout impacts were explored
o Mini-roundabouts were discussed, staff/consultant to examine
o Ped signal at 73rd was raised as an option
o Option to leave 76th & 70th as signals, add median refuge at 73rd
66th Street
Consider variance for reducing reaction distance from 4’ to 2’
Show comparative ROW lines at open house
Motion made by Weidenbach to move only Concept 2 forward to Council for
consideration. (No Second, tabled for future discussion)

ACTION ITEM: Recommend Approval to City Council
Motion made by Charnitz for 3-lane with 2x7.5’ shoulders to the Council, s/Ness.
Approved unanimously.

VIII. TRPD Intercity Regional Trail
Pearson gave the Commission an overview of trail cross-sections alignment
through Richfield
TRPD is seeking approval of final design plans.
TRPD to add trail to fill gap north of roundabout at Richfield Parkway.
Final Design Plans
o Potential Stop Sign Locations still outstanding
ACTION ITEM: Recommend Approval to City Council
Motion made by Carter to recommend final plan approval pending staff comments,
s/Ahlstrom. Motion unanimously carried.
