By-Laws Change Regarding Absence Policy_____________________

"Section 3. Absences. Any Commission member who is absent from three (3) meetings in any twelve (12) month period shall be dropped from membership on the Commission. After the second
absence and before the next scheduled Commission meeting, the Chairperson or designate will notify the member shat absence from the third meeting would result in removal from the Commission.
At its discretion, the Commission may grant a leave-of-absence for up to 6 months without having to re-apply for membership." New wording adoptecL Question was raised about Section—2._

Bus Shelter Update
Chistine Costello (could not attend)
.Christine sent out an email to RAC members indicating that Metro Transit considers the bus shelter design to be non-standard, and will not maintain the proposed shelters. Christine
will approach Target Corporation to see if they will allow it to be on their property and will provide for maintenance._________________________________
Shakespeare in the Park & Ten Little Indians Theatre Projects
Michelle not present
Performances will start September 14 (a week later than originally intended) and will be in the Community Center. (Michelle has subsequently sent an email to RAC members about this.)__________
Art Center

Cheryl Dragotis (city.staff) has sent emails to 5 Twin Cities art organizations regarding Park & Rec classes & Artist's Open Studio. Discussion of having a small art display at Farmers'
Market on Oct 17. It was decided that by then there will not be many attendees to the market and the weather may be bad.
Teen Art Contest

• According to Lisa Howes (Augsburg Library staff), entries will be Nov 12 - 16. Judging to be between Nov 16 and Dec 3.

RAC Minutes
ARTICLE V MEETINGS
Section 1. Meetings. The Richfield Arts Commission shall conduct public meetings during the year.
(a.) Meetings will generally be held once a month and will be conducted in accordance with the Minnesota open meeting laws.
(b.) Special meetings may be called at the discretion of the officers or a majority of the members. At least three (3) days notice shall be given.
(c.) Voting shall be limited to Commission members.
(d.) It is the responsibility of the Secretary to see that materials relating to the Commission's activities are prepared and distributed in an appropriate manner.
Section 2. Quorum. One-third (1/3) of the total membership of the Commission shall constitute a quorum for the transaction of business at any meeting of the Commission. Two-thirds (2/3rds)
of the total membership of the Commission shall constitute a quorum for voting. Casting of votes electronically is permissible as recorded for public record.
Section 3. Decisions. The Commission will generally try to resolve issues by reaching consensus through discussions and by establishing common understandings.
ARTICLE VI COMMITTEES
Section 1. Committees. A motion may be made by any Commission member to form a special purpose committee. With the approval of a majority, committees will be organized and members will
be named to serve on those committees as needs arise.
(a.) All committees shall be formed for a specific task, and the committee shall
cease to exist when the task is complete, (b.) Each committee will report its activities or recommendations to the full
Commission.
ARTICLE VII
AMENDMENTS
Section 1. Arts Commissions' Amendments. These Bylaws may be recommended for amendment by a majority vote of the Commission. Any amendments to these Bylaws must be approved by majority
vote.

RAC Centennial projects will need planning in the near future,
especially the parade float and a June or July Paint Out. Ron will
be seeking people to chair committees for activities____________
New Business

Due to Susan Rublein's resignation, a new vice chair must be elected. Election is planned for October meeting.
Ron does not plan to be Chair of RAC in 2008. He would like someone to consider taking over the Chair.____________________________

• Attended by Willie & Maggie Falwell, Travis Gorshe, Ron Wilson. Felix Ampah has ideas for art in the city. Ron has encouraged him to apply for RAC membership.

Representative to City Hall Committee

• Ellen Stinger has volunteered to represent RAC. Contact is Rick Jabs. Objective is to request mural and/or art exhibit space in new City Hall building.

ARTICLE IV OFFICERS
Section 1. Officers. Officers shall be a Chairperson, Vice Chairperson, and Secretary and shall be selected from the members of the Commission at the May Commission meeting each year.
Section 2. Terms. Officers shall be elected for a one-year renewable term. Section 3. Duties. The duties of the officers are as follows:
(a.) The Chairperson shall preside at all meetings. The Chairperson shall perform all other duties pertaining to such office.
(b.) The Vice Chairperson shall assist the Chairperson in such matters as the Chairperson may request and shall perform the duties of the Chairperson in the absence of the Chairperson.
(c.) The Secretary shall keep minutes at Commission meetings and act as liason to city offices.
Section 4. Removal. An elected officer of the Commission may be removed (from office, not from the Commission) with or without cause by a vote two-thirds of the total membership of the
Commission.
