The meeting was called to order by CSC Chair Jabs at 7:05 p.m.

Sharkey moved, seconded by Vizecky, to approve the minutes of the November 18 regular meeting. Approved, ayes all.
Program Spotlight
Latino Sports Leagues
Recreation Programs/Athletics Manager White reported on some of the new adult sports leagues and other marketing
efforts aimed at the local Latino population. Through these leagues, he said, staff will reach out to Latino youth, as well.

MRPA AWARD
Adaptive Recreation Supervisor Abel accepted an award from the Minnesota Recreation & Parks Association (MRPA) for
the Totally Talents & Tunes program.
SUMMER PLAYGROUND PROGRAM
Topitzhofer reported that, again this year, there are no funds allocated for the Playground Program in the general fund.
However, he said, staff has been creative about finding funding. Houlihan's Bar & Grill will offer ten percent of its profits to
the Playground Program for all purchases made on three days in January. Also, staff is planning to present a Peterson
Family Reunion concert as a fundraiser. Finally, the City will contract to Martin Luther Manor for the transportation to and
from the Community Center. Money saved by making this change will be re -allocated to the Playground Program.
Discussion items
76th Street Ramp Study
Transportation Engineer Foley presented six alternatives for a new ramp over 1-35W at 76th Street. He said that the
Transportation Committee has not expressed a preference for any of the alternatives ... the impact of the different
alternatives would vary in degree and nature. Jabs asked if the state and federal parties would have to approve the
recommended alternative. Foley said that they would.
Concerns raised by the group
• Impact on Donaldson Park?
• Preservation of regional bike trail linkage on bridge
• Nobody opposed a move to the west.
• Source of funding?
• 73rd Street walking bridge?
• Cul-de-sac location?
• Get rid of Humboldt Avenue or make narrow one-way.
Ken Meter, whose house may be impacted, wanted to stress the importance of preserving homes in the northeast corner
of the intersection.

City Hall Task Force
Rodney Schmidt was appointed liaison to this new group and Gary Ness was appointed alternate. The group will examine
City Hall and discuss options for improvements.

Ballfield Improvement Task Force
Jabs reported on discussions of a five-year plan regarding participant numbers, facility needs and relocation of girls
softball to Lincoln Field.
FOWL
Diet] mentioned the wild animal show in February, which is a membership drive.
Planning Commission
No report was given.

Slocum provided the report.

The first attachment is a summary of the 2004 Capital Improvement Budget and 2005-2009 Capital
Improvement Plan adopted by the City Council last year. Due to the addition of City Hall improvements, the
plan is a scaled -down version from the draft recommended by the Community Services Commission a year
ago. Included in the adopted 2004 CIB are:
1. $214,000 internal loan payment for the pool renovation completed last year.
2. $50,000 internal loan payment for Rink 2 expansion.
3. $50,000 park improvements including resurfacing paths at Richfield Lake Park and other miscellaneous
park improvements at Veterans Park.
4. $55,000 wooden ceiling beam reconditioning for Rink 1.
Staff recommends revising the above 2004 CIB (see second attachment) to postpone the wooden beam
reconditioning to 2005 and replacing item 4 with the following items:
• $36,000 improvements at Wood Lake Nature Center including new carpet, replace all rotted window frames,
exterior paint and trim repair, replace entrance area wooden fence, and replace stackable chairs.
• $11,000 improvements to Adventure Garden Miniature Golf including new carpeting for 6 holes and repair
deteriorated rock borders.
• $7,600 improvements to girls softball facilities as recommended by the Ballfield Improvement Task Force.
Staff recommends the following items to be included in the 2005 CIB and 2006-2010 CIP:
• $214,000 internal loan payment for the pool renovation each year with payoff in 2010.
• $50,000 internal loan payment for Rink 2 expansion each year with payoff in 2007.
• Continue the parks maintenance support to full $100,000 funding each year.
• Continue to build a fund for improvements to Lincoln Fields each year through 2010.
• Restore the area currently storing dredging spoil at Wood Lake to native prairie in 2005.
• Recondition the wooden ceiling beams in Rink 1 in 2005.
• Complete the carpet replacement in remaining mini -golf holes in 2005.
• Replace old bleacher tops in Rink 1 in 2006.
• Reconstruct and expand south Ice Arena parking lot by grouping funds from 2006 to 2008.
• Repair flat pitch and gravel roof in Rink 1 in 2007.
• Repair north service road at the Ice Arena.
• Add a spray pool in 2010.
Jim Topitzhofer will present the above recommendations to the Commission. The Commission is scheduled to
meet with the Planning Commission on March 22 at a joint session to discuss the CIB/CIP. The Planning
Commission will then review the plans and send recommendations to the City Council for final approval.
Recommended Action
Approve the attached revised 2004 CIB and proposed 2005 CIB and 2006-2010 CIP to the Planning
Commission and recommend approval to the City Council..
