Approved, ayes all. Public Comment Pavia inquired about the cuts to that affected the Playground and Warming House Programs. Topitzhofer said that, due to state aid cuts, the Recreation Services Department was forced to cut 20% of its budget. Two programs that don't produce revenue, Playgrounds and Warming Houses, were affected. Topitzhofer said that staff is trying very hard to find alternate sources of funding for these important programs. Pavia encouraged staff to try to keep warming houses open. Jabs asked about unpaid staff supervising the buildings (i.e. high-school students doing community service). Dietl suggested reviewing warming house usage to make a case for their usefulness. Kritzman said that the Optimists are seeking a way to get involved with youth. Program Spotlight Older Adult Proar� �n�s Dragotis reported on Richfield's Older Adult Programs. She reported that many of the senior programs are run by volunteers. She talked in detail about the Read -A -Story Theatre. I�epntts%,� Recreation Services Topitzhofer reported on the following: COMMUNITY CENTER OPEN HOUSE Held Sunday, November 2. Great comments have been received. CROSSTOWN EXPANSION Madison Park, and possibly Vets, will be affected. The CSC will likely meet with the Planning Commission and, possibly, the Transportation Committee about this. He said that 6,000 square feet will be affected in Madison, which would be mitigated somehow (possibly with the development of pedestrian trail along Crosstown). Ness asked about other viable options instead of infringing on Richfield park land. Topitzhofer said that he was just briefed today, but it would be unlikely that the freeway would be moved north as more homes would be affected. Meeting adjourned at 7:57 p.m. RICHFIELD COMMUNITY SERVICES COMMISSION Agenda Item Recreation Services Staff Report Attachments None MRPA Award of Excellence EXECUTIVE SUMMARY Meeting Date: January 20, 2004 Agenda Section Staff Reports Contact Jim Topitzhofer Susie Miller, Awards Committee Member of Minnesota Recreation and Parks Association, will present the MRPA Award of Excellence to the City of Richfield for the Totally Talents & Tunes program. This award - winning musical production features actors with disabilities and has also received awards from the National Recreation and Parks Association and ARC of Minnesota. Kristin Abel, Adaptive Recreation Supervisor and coordinator of the project, will accept the award. Congratulations to Kristin and the City of Richfield! Summer Playground Program Staff is in the process of securing alternative funding to continue the Summer Playground Program. Jim Topitzhofer will provide an update of fundraising efforts. Recommended Action None. RICHFIELD COMMUNITY SERVICES COMMISSION .U,10_701ME&I EXECUTIVE SUMMARY _ Meeting Date: January 20, 2004 Agenda Item Agenda Section 76th Street Ramp Study Discussion Items II Attachments Contact Map of 76th Street Flyer Over Ramp Tom Foley, 612-861-9791 J The Richfield Transportation Committee has been studying alternatives for providing freeway access from 76th Street to I- 35W. The City Council directed the Committee to consider alternatives that protected homes on the east side of 1-35W along Humboldt Avenue and Girard Avenue. Six alternative ramp designs have been selected for initial consideration. They are: (1) No Ramps (2) Ramps as Proposed in the Final EIS for 1-494 (3) Compressed Diamond Ramps (4) Fly Over Ramps from West Side of 1-35W (5) Northbound Loop Ramp on the South side of 76th Street (6) Half Single Point Diamond Ramps These six alternatives have been drawn on two different alignments for the 35W mainlines. The first one is the 35W alignment shown in the Final Environmental Impact Statement for 1-494. The same six alternatives are then shown on a new alignment for the 35W mainlines that shifts the mainlines to the west in an attempt to avoid as many homes as possible on Humboldt Avenue and Girard Avenue located east of 1-35W. In addition, each alternative that includes ramps has two sub -alternatives- the ramp shown with and without High Occupancy Vehicle (HOV) Bypass Lanes. Please note that all the alternatives are preliminary and subject to revision including their impact on specific parcels. Furthermore, additional alternatives may be generated based on further public discussion. In order to avoid most of the homes on Humboldt Avenue and on Girard Avenue, the Transportation Committee directed staff to explore shifting 1-35W to the west. This results in impacts on Donaldson Park. The Committee asked that the Community Services Commission comment on the proposed impacts on the park in light of the C4's attempt to avoid taking any homes for the 76th Street ramps. Associated with all six alternatives for the 76th Street ramps, there are two sub -alternatives that are being considered for their impacts on Donaldson Park. One sub -alternative closes the west frontage road preventing traffic from using the frontage road west of 1-35W to gain access to 76th Street. This minimizes the acquisition of parkland but causes traffic patterns to change within the neighborhood surrounding the park. The other sub -alternative takes land from the park to retain the frontage road so that existing traffic patterns are maintained. Both sub -alternatives need to be discussed. Recommended Action Provide guidance to the Richfield Transportation Committee on the impacts to Donaldson Park of proposed 76th Street ramp alternatives.
