Charnitz called the regular CSC meeting to order at 6:59 pm. Thompson moved, seconded by Schmidt, to approve the minutes of the regular
November meeting. Approved, ayes all.

Capital Improvement Budget
Topitzhofer handed out the capital improvement budget as it was approved last year and told the group to review it and prepare to discuss any
revisions at the February meetinq.
Richfield Parkway Trail Connection
Topitzhofer showed the group different proposals for the connection between Richfield Parkway and Bloomington Avenue, which will provide a
north -south regional bike trail connection and will connect Crosstown to 66th Street around the west and south of Taft Park. Topitzhofer said
that an open house is being held at Mount Cavalry Church on January 19 to discuss the options and he and Transportation Engineer Pearson
will be approaching people whose houses may be affected to talk with them directly.
Garbage Hauling Research Update
Topitzhofer said that he, Mangold, and Wood Lake Nature Center Manager Karen Shragg met with a company called Garbage Man, a
company that uses smaller trucks, picks up multiple types of garbage in single trips, and charges by the amount hauled. He said that they then
met with the Richfield Chamber of Commerce's Steve Lindgren and representatives from the haulers in Richfield. Topitzhofer said that the
haulers said that they don't make money on yard waste, so they may be able to cooperate and organize the yard waste hauling between them.
Topitzhofer said that he and Shragg met with Hennepin County Environmental Services, who mentioned their plans to start a composting site
where organic waste could be taken. Topitzhofer said that the Council encouraged staff to continue to look at this issue and they've heard
residents who want the City to reduce garbage -truck trips. He said that the next step will be to meet with representatives from all of the
haulers, not just the Chamber members.
Other
Chamitz asked if the group will reconsider the plan to reconstruct Heredia Park after City Hall is finished. Topitzhofer said that the public
meetings conducted before construction concluded with the plan to reconstruct the playstructure, tennis courts, and the ball diamond. Chamitz
said that he'd like for the group to see a site plan and hear more about funding for reconstruction. Topitzhofer said that the funding for
reconstruction will come from the City Hall construction budget. Chamitz also asked if he could get more information about options for public
wife service. Topitzhofer said that he'd ask the City Manager what plans, if any, are currently being considered.
Skate Park Proposal Review
Topitzhofer said that he received four proposals for a tier -one skate park. He said that he, Mangold, Jabs, and resident Roger Schmidt met to
evaluate the four proposals, but they haven't finished scoring them yet. Topitzhofer said that the proposals will be scored by the February
meetnq.
Mini -Golf Update
Topitzhofer said that the CSC had directed staff to do necessary repairs to keep mini -golf operating. He said that staff has been meeting with
a business owner who leases space and operates recreational amenities, who wants to lease the mini -golf course, would do the maintenance,
and run the course and concessions. Topitzhofer said that, eventually, the mini -golf course may be incorporated with the pool, at which time
the City would operate its own course again.

Chair Gerry Charnitz will conduct a selection process to appoint the Commission Chair and Vice Chair for the
upcoming year. The following information pertaining to the Commission Chair and Vice Chair is provided by
the Commission Bylaws:
The members of the Community Services Commission... each year shall elect, by secret ballot, from their membership, a
chairperson and vice -chairperson to serve for the ensuing year.
DUTIES OF THE OFFICERS
The chairperson shall chair all regular and special meetings and shall be responsible for the annual report to
the City Council. The vice -chairperson shall preside at all meetings of the Commission in the absence of the
chairperson.

Recommended Action: Motion to recommend City Council approve attached Athletic Field Fees and
Fee Policy
Staff is recommending revisions to the facility rental policies/fees to create a clearer structure to how our
fields are reserved. These policies and fees are reviewed and revised by the Commission as needed to
assure that they are meeting the needs and requests of our users.
Staff reviewed surrounding cities policies and fee structures and created the proposed policies and fees for
our like facilities.
Some of these changes/revisions that we are proposing include:
• The creation of user classifications and scheduling priority.
• The identification of our baseball/softball complex's as "premier" fields and assigning an
appropriate fee for rental of these facilities (Donaldson, Taft, Lincoln, Roosevelt)
• Implementing a "Resident Only" policy for the rental of our soccer/football/lacrosse fields due to our
limited supply of these facilities and the high demand for them. This is an attempt to keep these
facilities in playable conditions; avoiding overuse and extended periods of closure due to field
damage
• Implementing of a rate for the rental of hockey/broomball rinks
• Standardizing a rate for light usage
• Creating an application submission structure for turning in applications
• Structured the rate on an hourly basis, rather than per game, when renting facilities.

Class A. Prioritv 1:
Includes all City of Richfield Recreation Services Programs/Activities, all
recognized Richfield Youth Athletic Associations (age 18 and under);
American Legion Baseball, Senior Babe Ruth/Mickey Mantle Baseball,
Babe Ruth Baseball, Richfield Baseball, Inc., Richfield Girls Slow Pitch
Softball, Richfield Girls Fast Pitch Softball, Richfield Soccer, Richfield
Hockey, and Richfield Schools: Richfield School District, Academy of the
Holy Angels, Mount Calvary Lutheran School, Blessed Trinity, etc.
Class B. Priority 2:
Includes all recognized Richfield supported Adult athletic programs,
Businesses, Churches, Non -Profit organizations and recognized
Recreation partnerships, i.e. USTA Northern, Senior Tennis Club, etc.,
containing at least 75% of it's roster that resides in the City of Richfield.
Class C. Priority 3:
Individuals and groups containing less than 75% of roster that resides in
the City of Richfield.
Facilitv Reservation Prioritv and Timelines
• Applications for spring and summer (April -July usage) will begin to be accepted
the first full week of February for Class A and B. Class C may submit requests
beginning the first full week of March.
Applications for the fall (August -October usage) will begin to be accepted the first
full week of June for Class A and B. Class C may submit requests beginning the
first full week of July.
Applications for winter (December -February usage) will begin to be accepted the
first full week of October for Class A and B. Class C may submit requests
beginning the first full week of November.
General Permit Conditions
• All permits are non -transferable
• All special arrangements must be made at time of application
• Any changes to a permit after the permit has been issued will incur a minimum
$30 administration fee
• A permit is required for the use of all City of Richfield facilities per Richfield
Ordinance 840.05
• The responsible person of the group holding the permit must have a copy of the
signed written permit in their possession while the event is taking place
• The selling, or offering to sell, of any item whatsoever is prohibited unless the
permit contains permission to sell clauses and procedures. Permit holders are
responsible for any admission or sales taxes if applicable.
• Groups must provide sufficient, competent adult supervision for the event.
Person in charge of the event must be stated on the application, along with

pertinent phone numbers. Failure to provide adequate supervision will lead to
forfeitures of future uses.
Starting and finishing times listed on permit must be adhered to.
No games or activities may take place prior to 8:OOam. All evening activities must
be concluded by 10:45pm with everyone out of the park by 11:00pm
Terms of Use Policies
1. All payments, fee and/or deposits for field usage are due prior to issuance
of any field permit.
2. Groups must stay off fields that are designated "Out of Play"
3. The use of fields will be limited in type and amount of activity to assure the
highest quality of field conditions possible through out the entire season.
4. A determination on field playability based on field conditions is determined
by the head of maintenance and a representative from Recreation
Services.
5. The head of maintenance and recreation supervisor have the right to
cancel any permitted dates at any time due to unplayable field conditions.
All decisions on field playability must be adhered to; failure to do so will
result in cancellation of any current/future facility reservations.
6. A group canceling a date(s) must call the Recreation Services Department
as soon as possible.
7. Field use privileges may be revoked at any time by the Recreation
Services Department if a group or members of a group do not comply with
the field use regulations.
8. Usage is billed on an hourly basis. Any renters that go over the amount of
time scheduled will be billed for additional hour(s).

1. The annual Youth Participation Fee for Class A is $5.75/participant.
Richfield School District is not charged for the general use of fields under
the cooperative agreement between the City of Richfield and I.S.D. #280.
2. Class A, B & C groups renting facilities for revenue generating
tournaments will be charged an additional $100.
3. Class A, B & C groups requesting additional field maintenance will be
charged $50/hour with a 2 hour minimum.
4. A $500 damage deposit will be required for all Class C renters requesting
more then one day of facility rental. Additional amounts may be required
based on the size of the event/number of facilities used.
5. Other fees may be charged based on requested facilities and size of
event.

all applications are granted a permit for use. Permits will be granted to user
groups according to our priority list and what fields are available at the requested
time. The City of Richfield reserves the right to cancel a permit at any time.
To be considered for an athletic field permit, the person requesting the permit

information printed clearly and a signature.

1. NON-RICHFIELD organizations shall NOT be scheduled for use of any athletic facility.
2. All RICHFIELD ATHLETIC ASSOCIATIONS/ORGANZIATIONS identified in Category A & B
must adhere to the following:
• Written approval is required from the Recreation Services Department Manager prior to ac-
cepting to host any district, regional or national tournament on City facilities.
• All coaches and board members must complete and submit a background check form
in order to use Richfield Athletic facilities. Failure to accomglish these backaround
checks by the determined deadline will prohibit use of facilities until this is accom-
plished.
• Failure to provide season or tournament schedules by the approved deadline will also
prohibit use of facilities. These requirements will be strictly enforced.
3. Baseball and softball practices shall not be scheduled prior to April 10, and may be delayed
further due to weather conditions. Baseball and softball games shall not be scheduled until the
second Saturday of May and no later than October 15. All practice and game starting dates
must be approved in advance by the Recreation Services Department Manager.
4. No game(s) may start before 8:00 a.m. on Saturday or Sunday and no new inning may start
after 10:15 p.m. At lighted facilities, staff will turn lights off at 10:45 p.m.
5. Due to the tremendous damage to turf, football and soccer practices are not allowed at
Christian, Donaldson, Taft, Washington Parks. These football/soccer fields are only available
by permit per City Ordinance 840.05 and these fields will not be rented for tournaments.
6. The Richfield Recreation Services Dept. assigned staff member shall have authorization to
close any field due to special problems as they occur, i.e. excess wear, turf disease, water
problems, misuse by renting organization.
CATEGORY A:
Includes all approved Richfield Youth Athletic Associations (age 18 and under); American Legion Baseball, Sen-
ior Babe Ruth/Mickey Mantle Baseball, Babe Ruth Baseball, Richfield Baseball, Inc., Richfield Girls Slow Pitch Soft-
ball, Richfield Girls Fast Pitch Softball, Richfield Soccer, Richfield Hockey, Richfield Boys or Girls Basketball and
Richfield Schools: Richfield School District, Academy of the Holy Angels, Mount Calvary Lutheran School, Blessed
Trinity, etc.
CATEGORY B:
Includes all approved Richfield supported Adult athletic programs, Businesses, Churches, Non -Profit organizations

1. Field Maintenance: Includes field(s) dragged and lined at the beginning of each day (one time only) and use of
bases/goals.
2. Light Use: Per approved schedule and within curfew limits.

Category A Mon. -Sun. The annual fee for 2008 is 55.50 Der vouth oarticipant involved in program.
Category B Per City Council established annual maintenance fee.
1. Applications are accepted on a first -come, first -served basis beginning February 1.
2. Tournaments shall be limited to three per month at each facility and/or field.
3. No motorized vehicles are permitted on park property without the written consent of the Department.
4. Applications for food vending permits must be made through the Richfield Public Safety Department, Business
License person at 861-9870.
5. In the event of total cancellation of a tournament due to severe weather, all fees will be refunded. The Recrea-
tion Services Department will determine the amount of refund on any partially completed events.
6. Consumption and/or Sale of alcoholic beverages are prohibited per City Ordinance, Chapter IV, section 4.17.
7. All applicants are required to pay a $500.00 damage deposit when submitting their application. If the request is
denied, the $500.00 will be refunded. If the application is accepted, the deposit will be returned after their tour-
nament only if the park is left in acceptable condition. The deposit will not be refunded if the Dark requires
special maintenance due to vour use of that facility!
8. The estimated amount of fee must be paid a minimum of three days in advance of the event. Previous organi-
zations in good standing can use their damage deposit in lieu of paying the fee up front, fees can be paid at the
end of the tournament.
Charaes for Baseball and Softball:,
Category A:
1. Mon —Friday Rate: No charge for field rental or light use
2. Sat —Sun Rate: No charge for field rental or light use. Field prep and site maintenance at the start of
each day is $96 per day in two hour increments'.
` If the Association desires additional field preparation by City staff the rate is $96 per two hour increment for
staff and equipment. Only City staff are allowed to do field preparation. Associations may perform minor
(previously approved) field prep during the day of use. This includes groups that want other maintenance and
preparation, i.e. a fence to create admission for tournament, moving equipment, etc.
Category B:
1. $32.50 for single field rental for up to two hours, Mon —Fri.
2. $65.00 for single field rental for up to four hours, Mon —Fri.
3. $80 per field (two or more) for up to eight hours.
4. Additional use beyond eight hours is $32.50 per hour.
5. Light use is charged per hour:
Softball Field $20.00 per hour
Baseball Field $25.00 per hour
Football/Soccer Field $25.00 per hour
Weekend rates include additional overtime costs.

These guidelines have been established to provide an administrative tool to support the development of tennis pro-
grams that are designed to help people that live or work in Richfield learn the game, play the game and benefit from
its many health/fitness and social benefits.
We're committed to enhancing their interest, retaining their interest, attracting more people by providing opportuni-
ties to boys and girls, men and women of all ages, all degrees of athletic ability, including people that are physically
or mentally challenged and all backgrounds.
It's also important to have an operational tool that outlines facility use, priorities of use and the appropriate fees
based upon direction from the City Council.
Richfield Recreation Services has partnered with ISD #280 to provide lessons for people that live or work in Rich-
field each summer and fall. This partnership is another example of the existing "Joint Facilities Agreement" and
working relationship with Community Education to minimize duplication of services offered in Richfield.
• Lessons for children 12 and under and adults will be provided by the Recreation Services Department.
• Lessons for youth 13-18 years old will be provided by the Community Education Department.
Tennis courts are open for play by the public, May 1 — September 30 (weather permitting) during regular park hours.

All courts are available each day on a first -come, first -served basis according to our "Tennis Court Waiting Policy".
This policy is posted at each site.
*Augsburg Park tennis court hours are extended for play each season with lights from dusk until 10:00 p.m., during
the recognized season May 1 — September 30.
The following Court Waiting Policy was established to help insure that all players have an equal opportunity to play.
This policy was established to create a regular method of play in an orderly fashion at each court for indi-
viduals and small groups. The policy is not intended for use by organized groups that intend to use our
courts as a regular meeting place for their group and activity.
Tennis Court Waiting Policy: Players may use a court for the period of 1 hour, those individuals desiring to use
the court next should reserve the court for the next hour period of time by placing their racquet in the signed racquet
holder on each court. Court time should change on the hour to avoid disputes. It's important that this policy is en-
forced on individual honor and ethics.
Reservation for rentals will be accepted a minimum of one week in advance of the rental.
Tennis court rentals are available only to people that live or work in Richfield and those organizations and associa-
tions outlined in categories A, B & C.
In order to maximize public use of tennis courts by Richfield residents, the scheduling of tennis court rentals shall be
restricted in the following manner:
No more than 50 hours of rental by arouos outlined in Cateaory C shall be scheduled at the Augsburg Park
location (includes all 6 courts) during the season. An exception to this rule includes a provision to allow
needed time for tournament use. A maximum of 2 tournaments per month will be allowed within the 26-
court system with no time restrictions other than park curfew.
Tennis court rentals are available to recognized Richfield Non -Profit organizations, the Richfield School District,
Academy of the Holy Angels, USTA Northern, Senior Tennis Club, (see Category A, B & C)
TOURNAMENT(S) COURT RENTAL:
A maximum of 2 tournaments per month will be allowed within the 26-court system. Rentals will be available to resi-
dents and groups included in the Partnership category.
Rental fees will be based upon the $4.50 per hour, per court, per day.
Example: Organization wishes to operate a tournament at Augsburg Park courts, they wish to only use 4 courts.
The fee for the tournament will be based upon use of all six courts because during the tournament the other two
courts would not be available to the public.
Tournament is for 8 hours, cost is 8 hours X $36.00 (six courts @ $4.50) = $192.00 for rental of the 6 courts at
Augsburg Park. This cost is without a staff member.
Groups that desire a Recreation staff member on site will be charged at the rate of $15.00 per hour (minimum 4
hours) for each staff member desired.
