Band Shell Committee's recommendations and
At the July 17, 2012 meeting of the Community Services Commission the Band Shell Committee was given
approval to meet with representatives of Best Buy to determine its interest in helping with the financing of the
new band shell being projected for the City of Richfield. A committee consisting of Steve Devich, Jim
Topitzhofer, Sue Sandahl and David J. Butler met with Susan Bass Roberts, Director of the Community
Relations Department of Best Buy. The committee was well received and it was suggested the Band Shell
Committee file an application for a capital grant with Best Buy before the end of January, 2013. Following the
meeting the committee was informed by Best Buy that it would be desirable to have a feasibility study
performed to determine the level of interest in the community for a fund drive to support the construction of the
band shell. The feasibility study, which will be paid for by Best Buy, needs to be prepared by the end of
January, 2013. The Excelsior Bay Group LLC, a company recommended by Best Buy, has agreed to complete
a feasibility study before the end of January, 2013.
The Band Shell Committee recommends the Community Services Commission approve and forward the
following recommendations to City Council:
1. That the City Council adopts a resolution stating that it will proceed with plans to construct a band
shell.
2. That the City Council decides that $250,000 from Special Revenue Funds will be designated to help
with construction costs.
3. That a local nonprofit 501(c) (3) charitable organization be designated to head a fund drive to raise
additional funds beyond the $250,000 being provided by the City.
4. That the City, as an assist in fund raising, approve a feasibility study, to be paid for by a contributor
and completed prior to January 31, 2013, to determine the level of interest in the community for raising
money beyond the $250,000 being provided by the City.
5. The Committee recommends Veterans Memorial Park as the best location for a band shell pending
approval of a public input process and noise study.
Action by the City Council needs to be taken in time for the 501(c) (3) charitable organization to file grant
applications with potential donors prior to January 31, 2013.

Recommended Action: Approve the project's public -input process and project timeline.
The Taft Lake/Legion Lake Stormwater Improvement Project is a cooperative effort with the Minnehaha Creek
Watershed District (MCWD) and has been in the development stages for many years. The MCWD Board of
Managers recently completed a lengthy process to amend their 2007 Comprehensive Water Resources
Management Plan to include the project and both the City and District staffs have worked to finalize a
cooperative agreement allowing the project to move forward on the following proposed schedule:
• Final design & long-term maintenance plan— Fall/Winter 2012
• Begin process to purchase homes needed for North Connection — Fall 2012
• Advertise for bids — Spring 2013
• Begin road construction — Summer 2013
• Begin stormwater and vegetative buffer improvements — Fall 2013
As part of the final design, City staff and the City's consultant, Peter Willenbring of WSB & Associates, Inc.,
will be looking for input from the public as to the details of the Native Wetland Buffer Plantings at Veteran's
Memorial Park. The Community Services Commission (CSC) will provide the necessary approvals on the
public involvement process used and the final plan for Veteran's Memorial Park. There have been previous
discussions regarding concerns with the level of work, type of work, and ongoing maintenance to occur as part
of the project with the Environmental Friends of Veteran's Memorial Park and we anticipate that they will be in
attendance at the September 18'" CSC meeting.
At the meeting on September 18, 2012, staff will cover the following:
• Brief overview of the project elements
• Proposed public involvement process
• Project timeline
Both Kristin Asher (City Engineer) and Pete Willenbring (Project Engineer from WSB & Associates) will be in
attendance at the meeting.

In an effort to minimize maintenance and to enhance the visual appearance of Richfield Parks, staff is seeking
direction in starting a Natural Vegetation Plan.
