The City of Richfield has been actively participating in the Statewide Health Improvement Program (SHIP) and has completed a number of initiatives to improve the health of the Community. The City received a number of grants that help support the development of a comprehensive tobacco ordinance for parks, a revised bike plan, and a satellite farmers market. Another initiative that is included in the grant work plan is the development of a concession policy for all City owned facilities to attempt to provide healthier food choices. Staff will present a draft policy at the meeting. Commission members are encouraged to provide initial input and general response so that staff can prepare a final draft for the next meeting. RICHFIELD COMMUNITY SERVICES COMMISSION EXECUTIVE SUMMARY Meeting Date: July 17, 2012 Affibsommump Agenda Item Agenda Section Community Garden Relocation Discussion Items Attachments Contact SHIP Grant Work Plan Jim Topitzhofer Recommended Action Provide input and discussion regarding the relocation of the Richfield Community Garden The City of Richfield currently operates a large community garden located on property owned by the Metropolitan Airports Commission near 28th Avenue and the Cross-town Highway. There are 192 garden plots, each the size of 15 x 20 feet. The Garden is irrigated through the City of Minneapolis. Although the Richfield Community Garden is very successful and sells out every year, there are a number of problems that exist. The City of Minneapolis charges us a premium for water and last year out summer seasonal water bill was $3,000. The Garden is not fenced and is often vandalized by people stealing produce. The Garden is not in a central location to Richfield residents making it less accessible and a challenge to maintain. Funding has been obtained through a SHIP grant to help support the relocation of the Community Garden to a more accessible location within Richfield. A work plan is attached. Capital Funding for the relocation is included in next year's Capital Improvement Budget in the amount of $10,000. Staff is proposing the following: Recommended design features: • Size - at least 57.600 square feet (192 plots) • Irrigation • Fenced • Amended Soil • Portable Toilet or access to restrooms • Trash Collection • Sponsorship Sign • Parking for 20 cars Recommended site criteria • Central Location • Available Water Source • Existing Fencing or Potential Fencing • Visibility From Streets • Existing Security Lighting or Potential Electric Source • Available Parking for 20 Cars The Commission is encouraged to advise staff on a selection process to choose a site for the new Community Garden.
