Charnitz called the meeting to order at 7:05 pm. Corrections to the minutes were cited (Rublein was present, Thompson was
appointed as Planning Commission Liaison). Bornholdt moved, seconded by Mangold, to approve the minutes with these
corrections. Approved, ayes all.

Topitzhofer reported on the following: • Green Step Cities initiative • Mini -Golf Improvements
- Open Streets Event (Blue Cross Blue Shield would provide incentives; would be incorporated into PennFest with streets
closed from 63rd down to 761h Street. Rublein said that the PennFest group is looking forward to expanding the event.)
HAVM: agreement signed with Odens Architect. Will go out for bid on schedule. • InterCity Regional Trail: master plan
scheduled to go to Transportation Commission on April 4.
Augsburg Skate Park
Topitzhofer reported that the Augsburg Skate Park project budget will be more than previously estimated because of additional
granular fill (est. project cost now $111,000). He said that the project will be brought to the Council with the revised numbers.
He asked the CSC for their reaction; Mangold said that the new estimated cost could prove to be hard for the Council to accept.
Charnitz said that the project was already somewhat controversial, so the new amount may jeopardize the project. Heinze said
that the project cost seems to be comparable to the other area parks researched by Topitzhofer; Charnitz said that it has more to
do with the project cost increasing so much from the original estimate. Topitzhofer asked if the project should be replanned
completely. Mangold and Charnitz suggested presenting it to the Council as originally planned with the new cost estimate for
their consideration. Rublein suggested offering the removed fill to neighboring communities or businesses to alleviate the cost of
removing it. Topitzhofer said that finding a home for half of the fill being removed would save $2,200. Shotwell asked if the
enthusiasm for such a facility is still as strong as it was. Topitzhofer said that the person who initiated the proposal is losing
interest because it's taking longer than desired, but interest in the community among potential users has not seemed to wane.
Shotwell asked if there is any opportunity to expand the project in the future; Topitzhofer said that this site would be adjacent to
the basketball court and some moveable components could be placed on the court for minimal additional cost. Topitzhofer said
that he will forge ahead with the plan to bring it to the Council on April 10, possibly with a Council memo in advance.
I Action Items I
Roosevelt Park Play Equipment
Topitzhofer said that the preferences of the attendees to the neighborhood meeting, which preceded the CSC meeting, would be
reflected in the request for proposal. Charnitz said that the parents seemed to like the deckles equipment, while the kids seem
to like the deck systems. Charnitz asked if a deckles system would be better to try at a smaller park. He said that the group
expressed a desire to have a slide; preferences like that would be incorporated into the RFP. He said that one or two CSC
members would be asked to score proposals, the design would be brought back to the CSC, and a contract would go to the
Council. Charnitz and Bornholdt volunteered to help score the proposals on Wednesday, April 11, 5:30 pm. Thompson moved,
seconded by Bornholdt, to authorize staff to proceed with issuing a request for proposal based on the preferences expressed at
the neighborhood meeting.

Members of the Bandshell Planning Committee recently attended a special meeting of the City Council to hear from the
Federal Aviation Administration about their plans to change the flight take off patterns at the Minneapolis St. Paul
International Airport. The group conducted a meeting afterwards to begin preparing of another special meeting with City
Council on May 22, 2012 to discuss their ideas about the bandshell. CSC members Reed Bornholdt and Tom Rublien
attended both meetings and will present a more detailed report.

Roosevelt Park Play Equipment Replacement Discussion Items

Recommended Action
Confirm details on the Request For Proposal for the replacement of play equipment at Roosevelt Park
A new development has occurred related to the Request For Proposal (RFP) for the replacement of play
equipment at Roosevelt Park. The City has been invited to submit a grant application to Blue Cross Blue
Shield to assist with funding play equipment that provides children with a more challenging fitness experience
over traditional play equipment. The same type of equipment was preferred by a group of residents that
attended a public meeting on the matter on March 20, 2012, Grant awards are available up to $10,000, with
applications due by May 1, 2012.
Staff recommends delaying the advertisement of RFP for the new play equipment until the notice of grant
awards are given so that the overall budget for the project can be increased. The new timeline for the project
would be as follows:
MAY 14 Notice of Grant Awards. Revise the RFP and advertise.
MAY 28 Deadline for proposals.
MAY 29 Score proposals (Gerry Charnitz, Reed Bornholdt, Jim Topitzhofer, Jim Christianson).
JUNE 19 Present recommended proposal to CSC.
JUNE 26 Present contract to City Council,
JULY Install new equipment.
