Bornholdt moved, seconded by Mangold, to approve the minutes of the regular November meeting. Approved, ayes all. Staff Reports Recreation Services Topitzhofer reported on the following: Coyotes Near Wood Lake: Neighbors who live near the Nature Center have reported seeing coyotes in their yards; the coyotes have a den at Wood Lake. If you live near Wood Lake, small pets must be closely watched. He said that the DNR does not take a position on killing or not killing coyotes, but they are not a protected species. They can be hazed, or scared away, from residences until they’ve learned to avoid that property. Action Items Community Services Commission Bylaws Amendment Topitzhofer reported that Sturgis Parliamentary Procedure is used by the Council and the Planning Commission. He said that all other advisory boards and commissions are governed with Roberts Rules of Order. He said that, in past practice, we have used Sturgis for motions to pass: a simple majority of members present, as long as it’s a quorum. He said that Roberts actually requires a quorum of the total membership to be in agreeance for a motion to pass, regardless of the number present. He said that the Council and Planning Commission adopted Sturgis because Roberts, it was determined, is better suited to larger groups. Thompson said that she thought that a change in bylaws requires posting and the support of 2/3 of the members. Topitzhofer said that he would find out. Hollenback asked how an abstention is treated under each rule. Topitzhofer said that it depends on the number of people there. Hollenback said that she would want her abstention to remove her from the majority, not to have the effect of a no vote. Seffrood said that, at the State level, when voting on a constitutional amendment, an abstention has the effect of a no vote. Topitzhofer said that it is really up to the group and their preferences. Mangold said that he would be looking for consistency across the City’s governing boards, adopting one set of rules or the other. He said that, if it’s the number of votes for passage is the main issue, the group should decide that. He said that, for consistency, he would think that Sturgis would be the rules to adopt. Seffrood said that changing the rules may have an effect if a small quorum were present and an item came before the CSC that wasn’t on the agenda, as few as four people could pass the item. Garcia said that action items should always be on the agenda; she said that action items are usually tabled rather than added to an agenda that night. Thompson recommended Sturgis because it’s better suited for smaller groups. Thompson moved to amend the bylaws to reflect the voting procedure that has been in practice (passage of a motion with a simple majority of the members present, as long as it’s a quorum). Motion not seconded. Seffrood moved to adopt Sturgis Parliamentary Procedure as the official rules of order, seconded by Hollenback. Approved, ayes all. Thompson moved, seconded by Seffrood, to change the bylaws to state that the regular meeting date for the CSC shall be the third Tuesday of each month. Approved, ayes all. Bornholdt moved, seconded by Thompson, to strike the language stating that the alternate meeting date is the fourth Tuesday. Approved, ayes all. Bornholdt moved, seconded by Thompson, to strike the language about reimbursing members for expenses with Commission funds. Approved, ayes all. Cancellation of regular December CSC Meeting Nelson moved, seconded by Hollenback, to cancel the regular December CSC meeting. Approved, ayes all. Discussion Items Community Band Shell Committee Garcia said that she had suggested to the Council that an ad-hoc committee be formed to study the idea of building a band shell at Veterans Park, and the Council voted in favor of putting such a committee together, consisting of CSC members, Arts Commission members, and other community members, including those that may give the group leads on fundraising opportunities. She said that several Council members feel that Vets Park is the right location for a band shell, and they would have public meetings to get people’s opinions, although one Council member does hear from residents who feel strongly about not developing more amenities in Vets Park. Event Permits for Use of Parks and Public Streets Topitzhofer said that Recreation staff has been approached more and more in the last couple of years with requests to use the City’s parks and streets to present various public walking, biking, and running events. He said that the permit process costs $200 and involves his review and communication with Public Safety and Public Works. Bornholdt asked if any of these events involved City staff time on the day of the event. Topitzhofer said no, that he requires the applicant to pay for cones, restrooms, notification of residents, traffic control, security, etc. Nelson asked who pays for the traffic control for the Urban Wildland Half Marathon & 5K every summer. Topitzhofer said that the Urban Wildland fund, and any other event that would require reserve officers and staff, would be invoiced for DRAFT MINUTES UNTIL APPROVED BY THE CSC. Topitzhofer said that the permit process would also involve a limit of 5K or less as a distance; longer distances within Richfield is more disruptive to traffic, public transportation, etc. Seffrood asked if there was any consideration given to offering preference to local charities and organizations. Topitzhofer said that it has been considered and there may be a fee, like a trail fee, that wouldn’t be charged to local groups. He said that the number of such requests would likely be limited, as they are competitive with our event, which raises $29,000 for Wood Lake Nature Center. Committee Reports Transportation Commission: Shotwell provided the report. Planning Commission: Rublein provided the report, including plans for the L.A. Fitness area. RICHFIELD COMMUNITY SERVICES COMMISSION EXECUTIVE SUMMARY Meeting Date: January 21, 2014 Agenda Item: Renaming of 77th Street Agenda Section: Discussion Items Attachments: None Contact: Jim Topitzhofer Recommended Action: None – Discussion Only City Council has been discussing the merits of changing the name of 77th Street and where it joins 76th Street at the intersection of Emerson Avenue and continues west, to one common name. Their thought is that people will better recognize the road and be less confused when it has one common name. The change would be similar to what Bloomington did with renaming American Boulevard. City Council would like to know what kind of reaction the Community Services Commission has to renaming 76th/77th Street and suggestions for names. The Council liked the idea of assigned the street a name that has an airport theme such as Lindberg Boulevard. Jim Topitzhofer will present additional information at the meeting.
