Kruse moved, seconded by Felgate, to approve the minutes of the regular April meeting (4/21/15). Approved, ayes all. Brakke moved, seconded by Engeldinger, to approve this evening’s agenda (5/19/15). Approved, ayes all. The group welcomed new member Seth Rima. Staff Reports Recreation Services Topitzhofer reported on the following: Bike/Pedestrian Friendly Community Events: Bike racks bought with a grant, to be used at community events. Taft Park Fishery Improvements: DNR grant for $60k can’t be used because the Airport Commission owns the north section of the pond. With our own $60k, the City will rebuild the fishing dock and a launch area for canoes and kayaks, and possibly some shoreline platforms for shore fishing. Felgate asked about holding an ice fishing contest to raise money; Topitzhofer said that the lake might be a little small for such an event, but our Ice Fishing Derby every winter is a great event. Garage Sale: Thursday-Saturday, May 14-16, 113 sales Friends of Wood Lake Dinner: Friday, April 24 Farmers Market: Saturday, May 16, Vets Park Honoring All Veterans Memorial Ceremony: Monday, May 25, 2:00 pm, Vets Park Action Items Partnership with Three Rivers Park District for Roosevelt Park Improvements Topitzhofer said that the Three Rivers Park District encompasses parts of Richfield and Bloomington, along with other outer-ring suburbs. He said that there had been criticism of the District for serving the outer suburbs more than the inner-ring suburbs. He said that they expressed an interest in serving populations that have been previously underserved and may not use traditional park amenities. He said that they chose to invest in improvements to Roosevelt Park in Richfield, which is close to a densely-populated area and a concentration of Spanish-speaking people. He said that the idea for such improvements at Roosevelt Park is being shared with the CSC for feedback; goals include a greater presence and more touchpoints for underserved populations. He said that the District has considered smaller pocket parks in specific neighborhoods, but the model for improvements to an existing park fits Richfield better (without many open parcels of land). He said that they also have interest in Roosevelt because it’s adjacent to the west/east bike train corridor along 76th Street. He said that, with encouragement from the CSC, the City will proceed with more planning and more dialog with the community. Cintron de Nunez asked if census information was used to identify this area; Topitzhofer said that it hadn’t been a scientific process, but was identified for its close proximity to densely- populated, multi-family housing and closeness to the regional trail corridor. Bornholdt asked what their budget is; Topitzhofer said that they’re working with $50,000 for Roosevelt. Topitzhofer said that a more natural amenity, like a community garden or interpretive nature space, is desirable to the District. Bornholdt asked how we would fund it; Topitzhofer said that TRP District would provide the funds. Topitzhofer said that he’s seeking general support of staff to proceed with planning this partnership. Bornholdt and Felgate suggested that soccer fields may be well used. Brakke said that the idea is exciting, but Richfield should ensure that TRP District is open to ideas from people in the community. The group agreed by consensus to proceed with the project. Richfield Bloomington Watershed Management Organization Assessment Topitzhofer said that the CSC is the official advisory group to Richfield’s watershed representation. He said that they want to conduct an assessment and form a committee with representatives from different community advisory groups. He said that they are looking for CSC members to serve; Felgate expressed an interest (with unavailability during the day). Discussion Items Organized Garbage Collection Topitzhofer said that the CSC and the City Council will hold a joint session on Tuesday, June 23, 5:45 pm, to discuss direction on organized garbage collection. Topitzhofer said that, at the last meeting, the CSC expressed interest in incorporating a curbside cleanup into an organized collection plan; he said that Minneapolis does curbside large pickups: each resident is given two vouchers for a curbside pickup. He said that he enclosed two articles about organized hauling efforts in Bloomington. Rima said that he posted a question about organized hauling on a community discussion board, to which 40 responses came from 28 people, mostly in favor. Edgerton said that a robust public relations campaign would be a valuable part of the process. Committee Reports Transportation Commission: Felgate provided the report. Band Shell Taskforce: Topitzhofer provided the report. He mentioned the site plan review before the Planning Commission on Wednesday, May 27, 7:00 pm. Staff Reports Recreation Services Topitzhofer reported on the following: Garfield Park Play Equipment: Play equipment installed and in use. Poetry on Portland: The Arts Commission chose 13 poems out of 52 to be stamped into concrete. Four will be done this summer. 4th of July Celebration: Well-attended, very positive. Tried selling beer on the 4th this year; kept it quiet the first year. Outdoor Pool: Hot weather is great for business. Sold a lot of passes through Living Social deal. Urban Wildland Half Marathon & 5K: Saturday, August 1. 1,000 people registered so far. Farmers Market: Good year at the market. 25th anniversary season. Organized Garbage Hauling: From Council study session, Council directed CSC to continue to study organized hauling with an eye out for what happens with the City of Bloomington. Action Items Partnership with Three Rivers Park District for Roosevelt Park Improvements Topitzhofer introduced Grissman, Planning Director from Three Rivers Park District, who shared with the group the idea of pocket parks and nature-focused areas (nodes), especially to serve populations who are underserved by Three Rivers, like Latino people and older age groups. She said that Three Rivers can reach out to people with spaces as small as a lot or two, that have an interactive focus and are along the regional trail corridor. She said that she and Topitzhofer looked along the Nine Mile Creek Regional Trail corridor on 76th Street, and identified Roosevelt Park as a space that has great potential with its proximity to the trail and neighborhoods with strong populations of people of color, who they hope to reach with a space like this. The goal would be to begin a public engagement process over the fall and winter and begin construction in summer of 2016. She said that the feedback process would include public events to solicit ideas and voting on Facebook and Richfield Connect. Felgate asked how Three Rivers is funded; Grissman said it’s funded through Hennepin County tax dollars. Brakke and Thompson expressed the positivity of listening to public input at open meetings, especially the intent to reach out to the Latino population. Committee Reports Band Shell Taskforce: Topitzhofer provided the report, mentioning the Council meeting on July 14. He said that bids will be opened later this summer and, if our budget is sufficient, a contract would go to Council on September 8. Friends of Wood Lake: Brakke provided the report. Topitzhofer reported that Edgerton submitted his resignation. Discussion Items 66th Street Drainage Issues/Impact to Monroe Park Acting Public Works Director Asher said that a low-elevation area in the vicinity of 66th Street and Newton Avenue is under-served for stormwater drainage. She said that, in coordination with the 66th Street redevelopment in 2016, new storm drain lines could be installed to alleviate flooding in this area. She said that the new line would run through Monroe Park, but not affect the ballfield, basketball court, volleyball court or shelter there. She said that Monroe would also be lowered four feet to create a dry pond, an area that is mostly drained and dry, but would hold stormwater in the event of a very big storm and would drain into Wood Lake. She said that a similar dry pond will be built on 66th and Newton on a double lot that was acquired for the 66th Street project. Felgate asked about making Monroe into a natural wetland area. Asher said that it would be more effective as a stormwater ponding area if it was drained and dry most of the time. Topitzhofer said that it may present an opportunity to properly grade and drain the area for some informal soccer use. Asher and Topitzhofer said that a neighborhood meeting will be held in September, possibly on the same night as the September CSC meeting. Brakke suggested that the entire affected area be included in the communications, not just the perimeter of the park. Asher said that the $4.5 million project cost will be funded by some County money, but mostly bond sales that will be paid with utility fees. Staff Reports Recreation Services Topitzhofer reported on the following: New City logo: A new logo was introduced in the past week. Urban Wildland: 1,200 runners; great weather. Met the revenue budget. Outdoor Pool: Hot weather is great for business. Sold a lot of passes through Living Social deal. Bandshell bids: Opened today. All bids exceeded the budget considerably. May have to rebid, but Council may choose not to spend more. Friends of the Bandshell fundraising organization formed; may be able to raise more funds through naming rights and fundraising events. Committee Reports Transportation Commission: Felgate provided the reported. Preparing for 66th Street project. Friends of Wood Lake: Brakke provided the report. July/August meetings cancelled. Planning Commission: Garcia provided the report. Arts Commission: Thompson reported that David Butler spoke about the potential for the AC to help program a new band shell. Group is losing members.
