Call to Order/Approval of Minutes & Agenda/Other
Chair Bornholdt called the meeting to order at 7:00 pm. Thompson moved, seconded by Felgate, to approve the minutes of the regular
May, July, and September meetings. Approved, ayes all. Brakke moved, seconded by Rima, to approve the agenda for September’s
regular meeting. Approved, ayes all.
Topitzhofer reported that Dan Edgerton has resigned from the CSC. Brakke reported that she will be running for Richfield School
Board in the next election.
Staff Reports
Recreation Services
Topitzhofer reported on the following:
Taft Park Improvements: The DNR grant application was rejected because part of the north end of the park is owned by the Metro
Airports Commission. Improvements to the shoreline and a floating dock and pier are planned for this fall.
Open Streets at Penn Fest: Sunday, September 20. A Richfield Commissions booth is being planning; volunteers are needed to
represent the CSC. Brakke and Cintron de Nunez volunteered for a shift.
Monroe Park Stormwater Improvements: Prior to the 10/20 CSC meeting, an open house will be held to inform the neighborhood in
the area of 66th Street and Newton Avenue (and southeast of that intersection) that some grading changes and new buried stormwater
pipes will affect Monroe Park. Rima asked if there will be discussion about the aesthetics of the north end of the park with the houses
gone. Topitzhofer said that it may be an issue that’s discussed.
Band Shell Project: Bids were opened and were over-budget and rejected. When the bidding climate is more favorable and the
fundraising group has raised more money, the project may be rebid.

Transportation Commission: Felgate provided the report.
Friends of Wood Lake: Brakke provided the report.
Arts Commission: Thompson provided the report.
