Staff Reports Recreation Services Recreation Services Director Markle reported on the following:  Community Playground Build today (9/15) at Washington Park. Build scheduled for 9/29 at Madison Park.  Construction on Roosevelt Dog Park has begun.  Operating budget presented to Council on 9/10. COVID was the biggest impact on the budget (less revenue and cost savings from keeping full-time positions vacant and no seasonal positions).  Several classes have resumed, although outside and with fewer participants (under the Vets Park shelter, the Wood Lake park shelter, etc).Working with Public Safety to determine what it may take to reopen the Community Center and Wood Lake.  Annual special events coming up with modifications: Wood Lake Halloween event, Great Pumpkin Giveaway  Free bike giveaway: over 200 bikes given away on 9/11 at Taft Park Discussion Items Recreation Services Recreation Services Director Markle reported on the following:  COVID -19 Impacts: revenue is down by 2/3 in 2020. Some expenditures have been saved from program supplies and staff positions not filled. Several classes have resumed, although outside and with fewer participants (under the Vets Park shelter, the Wood Lake park shelter, etc).Working with Public Safety to determine what it may take to reopen the Community Center and Wood Lake. Annual special events coming up with modifications: Wood Lake Halloween event, Great Pumpkin Giveaway.  Playground Projects: Community Playground Build today (9/15) at Washington Park. Build scheduled for 9/29 at Madison Park. Taft Park has new equipment being installed at the south end, funded by Three Rivers Park District. Augsburg Park project will likely be delayed until 2021 due to the State DNR grant and approvals from a tribal council that hasn’t been meeting.  Active Youth Grant from Hennepin County: Several programs: free mini golf, free open skating, free fishing program with Three Rivers, free Sanneh Youth Soccer Camp, Sports To Go equipment loan program, tents and Biffs, and more.  Fall/Winter Programming: looking at the feasibility of some events and programs, as well as programs that we would be able to offer (outdoor environmental education and ski rental at Wood Lake).  Ice Arena Renovation: ice is back open and has been in use by weekend tournaments, open skating, etc.  Farmers Market Update: Anderson gave an update about the 2020 Farmers Market. COMMUNITY SERVICES COMMISSION EXECUTIVE SUMMARY Meeting Date: October 20, 2020 Agenda Item Recreation Capital Improvement Plan Amendment Agenda Section Action Items Attachments Previously-approved Capital Improvement Plan Proposed Capital Improvement Plan (revised) Contact Amy Markle Recommended Action Approve the amended Recreation Capital Improvement Plan for 2020-2025 The 2020-2025 CIP budget has been approved by the Community Services Commission. I would like to propose that we amend the budget and make the needed changes due to emerging priorities. There are two CIP-related expenses that we need to consider: 1. Pool Maintenance: The pool was not open in the summer of 2020 due to the COVID-19 pandemic; as a result, there was damage from not having water in the pool in the heat of the summer. In order to reopen for the summer of 2021, it will need to be repainted and cracks and buckling in the concrete will need to be repaired. Quotes for the work are approximately $35,000. We would like to complete the work in the spring of 2021 and use 2020 CIP maintenance funds that were not spent due to COVID-19. 2. Veterans Park Parking Lot Resurfacing: The parking lot has been heavily used this summer and is the primary parking spot for the weekly Farmers Market. We have had three serious falls at the Farmers Market that have resulted in ambulance calls due to the uneven surface of the lot. Because of this state of disrepair, we would like to resurface the parking lot so there are no further injuries, but also to improve park access and aesthetics. In the summer of 2021, the City of Richfield will be doing a mill and overlay project, so we will be able to get a better rate if we do it at that time, rather than a later date. The quote for the work is approximately $125,000. If the budget is amended, we will have to defer the rebuild of the Fairwood Tennis Courts and Sheridan Park Playground to 2022. If any additional funding is secured, we will bring those projects back into consideration for completion sooner.   Previously‐approved 2020 to 2025 Recreation Capital Improvement Plan    2020  Park Maintenance & Wood Lake Fence Repair $50,000  Community Center & Wood Lake Building Repair $50,000  Augsburg Play Equipment Replacement  (note total cost higher than $180,000, other‐grants and round‐up prog.) $180,000  Madison Park Play Equipment $85,000  Washington Park Play Equipment $85,000  Taft Park Play Equipment (south location) TRPD  Total 2020 $450,000  2021a.‐ if we get DNR Playground Grant for Inclusive Playground  Park Maintenance & Wood Lake Fence Repair $50,000  Community Center & Wood Lake Building Repair $50,000  Inclusive Playground $15,000  Christian Park Playground Equipment $90,000  Fremont Park Playground Equipment $90,000  Sheridan Park Playground Equipment $90,000  Fairwood Tennis Court Rebuild $65,000  Total 2021 $450,000  2021b. –if we don’t get DNR Playground Grant  Park Maintenance & Wood Lake Fence Repair $50,000  Community Center & Wood Lake Building Repair  $70,000  Inclusive Playground $210,000  Christian Park Playground $90,000  Madison Tennis Court Rebuild $30,000  Total 2021 $450,000  2022  Park Maintenance & Wood Lake Fence Repair $50,000  Community Center & Wood Lake Building Repair  $50,000  Donaldson Park Renovation (building, sealcoat, playground,  re‐work fields and rinks) $350,000  Total 2022 $450,000  2023  Park Maintenance & Wood Lake Fence Repair $50,000  Community Center & Wood Lake Building Repair $50,000  Monroe Park Play Equipment Replacement $90,000  Sheridan Park Playground Equipment $90,000  Donaldson Park Renovation Continued (+sealcoat) $110,000  Either Madison or Fairwood Tennis Court Rebuild $60,000  Total 2023 $450,000  2024   Park Maintenance & Wood Lake Fence Repair $50,000  Community Center & Wood Lake Building Repair $50,000  Augsburg Tennis Court $35,000  Christian Tennis Court Rebuild $135,000  Fremont Park Playground Equipment $90,000  Fairwood Play Equipment Replacement $90,000  Total 2024 $450,000  2025 and beyond   Rebuild Replace Pool Liner $600,000  Splash Pad $300,000+  Adams Hills Play Equipment Replacement $90,000  Remodel Taft Shelter $400,000  - Proposed Revised 2020 to 2025 Recreation Capital Improvement Plan    2020  Park Maintenance & Wood Lake Fence Repair $50,000  Community Center & Wood Lake Building Repair $50,000  Augsburg Play Equipment Replacement  (NOTE: total cost higher than $180,000: other sources: grants and round‐up program) $180,000  Madison Park Play Equipment $85,000  Washington Park Play Equipment $85,000  Taft Park Play Equipment (south location) TRPD  Total 2020 $450,000  2021  Park Maintenance & Wood Lake Fence Repair $50,000  Community Center & Wood Lake Building Repair & Pool $50,000  Inclusive Playground $15,000  Christian Park Playground Equipment $90,000  Fremont Park Playground Equipment $90,000  Veterans Park Parking Lot $125,000  Madison Tennis Court Rebuild $30,000  Total 2021 $450,000  2022  Park Maintenance & Wood Lake Fence Repair $50,000  Community Center & Wood Lake Building Repair  $50,000  Fairwood Tennis Court Rebuild $65,000  Sheridan Park Playground Equipment $90,000  Monroe Park Playground Equipment $90,000  Donaldson Park Playground Equipment $90,000  Donaldson Park Renovation (hold) $50,000  Total 2022 $450,000  2023  Park Maintenance & Wood Lake Fence Repair $50,000  Community Center & Wood Lake Building Repair $50,000  Donaldson Park Renovation $350,000  Total 2023 $450,000  2024   Park Maintenance & Wood Lake Fence Repair $50,000  Community Center & Wood Lake Building Repair $50,000  Augsburg Tennis Court $35,000  Donaldson Park Renovation Continued (parking lot) $135,000  Fairwood Play Equipment Replacement $90,000  Total 2024 $450,000  2025 and beyond   Rebuild Replace Pool Liner $600,000  Splash Pad $300,000+  Adams Hills Play Equipment Replacement $90,000  Christian Park Tennis Court Rebuild $135,000  Remodel Taft Shelter $400,000
