Call to Order
Chair Rudolph called the meeting to order at 7:00 pm.
Approval of Minutes
Benson moved to approve the minutes of the 10/20 regular meeting minutes. Approved, ayes all.
Staff Reports
Recreation Services
Recreation Services Director Markle reported on the following:
• Outdoor programs starting to move inside, as we are able with COVID guidelines
• Off-Leash Dog Park opening planned for November 5
• Ice Arena Renovation wrapping up
• Two playground builds in September (Washington and Madison) and new Taft playground installed at south end
Discussion Items
Recreation Services
Recreation Services Director Markle reported on the following:
• COVID -19 Impacts: Offering recreation programs outdoors worked well, but with fall, indoor programs will be offered, working closely with
Public Health to put COVID-19 safety plans in place for each program. Park Ambassador Program was a great program over the summer,
but has wound down in October. Ambassador program helped us gather data about park usage and keep up on park maintenance needs.
• Dog park opening was slightly delayed due to back-ordered supplies, like the signage. Arriving in late October with a ribbon-cutting
scheduled for November 5.
• Active Youth Grant from Hennepin County and Three Rivers Park District for over $100,000, will be spent down by the end of the year for
various supplies, equipment, free programming and facility admission, etc.
• Halloween events: both self-guided, virtual, and small-group in-person events (online Halloween dance, virtual costume and pumpkin-
carving contest, scavenger hunt, Wood Lake Halloween events).
• Farmers Market ended for the outdoor season on October 17. Indoor market season begins Saturday, November 7.
• Drive-Through Senior Resource Expo on October 27, 1:00-3:00 pm, Community Center.
• Arena Project: Weiby provided an update on the HVAC/Refrigeration/ADA-compliance projects at the Arena.
• Markle and Rudolph confirmed the CSC report to Council on November 10.
Action Items
Honoring All Veterans Memorial Liaison
Markle put out a call for a liaison to the Honoring All Veterans Memorial, Inc. Board. Markle said that she or Weiby could function as the liaison
to that group.
Revised Capital Improvement Plan
Markle summarized that a need to make two repairs has become urgent. She said that the Veterans Park parking lot, on the west side of the
park, is very broken up and in need of resurfacing. She said that it has caused some tripping. Weiby summarized the need for repairs to
cracks in the pool container, since it heated up more this year without water in it. Markle said that some projects could be shuffled around to
accommodate these repairs in 2021. Markle said that these repairs can be handled by reducing the annual major maintenance budgets at the
Community Center and Wood Lake Nature Center. Markle said that one playground rebuild could be moved out to 2022, which would be worth
having the Vets lot repaired. Wendt moved to approve the revised Recreation Capital Improvement Plan. Approved, ayes all.
