Rudolph called the meeting to order at 7:00 pm.
Approval of Minutes
Felgate moved to approve the minutes of the regular September 17 and October 15 meeting. Approved, ayes all.

Inclusive Playground Grant Update
Markle reported that the Hennepin County Youth Sports Grant application was submitted, with many letters of support from community
groups.
Action Items
Revised Special Event Permit Guidelines
Markle reviewed the Special Event Permit Application and Guidelines, including updated fees and language asking groups to provide
sustainability practices, recycling and organic services, as well as garbage. She said that the revision combines several different
special event permit applications into one. She said that the fees are on par with neighboring communities and often merely allow the
City to break even because of the work and staff time required to assist with special events. She said that the permit process and
guidelines allow for staff to regulate the number of special events that use Richfield’s public space each year, in order to minimize wear
and tear on facilities and inconvenience to residents. Wendt moved to approve amendments and revisions to the Special Event Permit
Guidelines and Application. Approved, ayes all.
Friends of Wood Lake Board Reappointment
Engeldinger moved to approve the reappointment of Mary Oakland to the Friends of Wood Lake Board of Directors. Approved, ayes all.
Cancel December Meeting
Smieja moved to cancel the regular CSC meeting scheduled for December 17. Approved, ayes all.

Recreation Services Director Markle called the meeting to order at 7:15 pm.

Due to not meeting a quorum of members, November’s minutes were not approved.

Recreation Services Director Markle reported on the following:
Wood Lake’s Candlelight and Ice event drew over 1,200 people
Three new full-time staff people have started in the Recreation Services Department in the last two months
Playground community builds this summer at Washington and Madison
Arena Refrigeration Project bids came in under budget and the contract was approved by Council
Inclusive Playground Project received a $300,000 Hennepin County grant
Wood Lake’s boardwalk will be replaced over the winter

Markle said that the only viable site determined for the dog park is the east side of Roosevelt Park, which is currently used for under-
used skating rinks and open green space. She said that much of the work will be done in-house, which will help meet the $80,000
budget, rather than the $120,000 cost that WSB estimated. She said that the site has been chosen because of lighting, running water,
a parking lot, and distance from conflicting uses and private residences. She said that Taft was either too close to playgrounds or was
in areas prone to flooding; the area that had been considered at Donaldson was too close to private residences.
Inclusive Playground Grant Update
Markle reported that the City was awarded the $300,000 Hennepin County Youth Sports Grant and has earned $20,000 through the
Round-Up Program at the liquor stores, and $180,000 from capital improvement funds. She said that $200,000 is still needed for the
project and staff will be approaching businesses to inquire about partnership.

Every February, the CSC conducts a selection process to elect the Commission Chair and Vice Chair for the
upcoming year. Duties and terms of the Officers are listed below:
DUTIES & TERMS OF THE OFFICERS
The chair leads all regular and special meetings and is responsible for delivering the annual report to the City
Council. The vice-chair shall preside at all meetings of the Commission in the absence of the chairperson.
Liaisons act as representatives of the CSC on various other commissions, boards and task forces.
The positions become active immediately at the February meeting for a one year term.
Also, CSC members volunteer, or are appointed, as liaisons to act as representatives of the CSC at other
commissions, boards, and task forces as follows:

Approve the location of the Richfield Dog Park to Roosevelt Park.
The City of Richfield has been exploring numerous options over the past several years for a dog park. As
a city that is completely built-out there has been challenges finding a location that would find the needs.
After careful consideration, Recreation Staff, WSB Engineers, and Richfield Public Works Department
bring forth a location to be voted on by the Community Services Commission at Roosevelt Park. The
factors that have been considered include: size in acres, area for large and small dogs, location in the
city, access to water, lighting, safety, accessibility of parking and sidewalks, proximity to neighbors,
amenities that may need to be eliminated to accommodate the dog park, budget, and environmental (soil
drainage). We have explored numerous options and feel like Roosevelt Park is the best fit.
We would like to install the Richfield Dog Park over the course of spring and summer of 2020, so
establishing the location will greatly help the planning of the facility to move forward. The Recreation
Department will be working with Richfield Public Safety to establish rules for the park and city code that
best support a safe and positive park facility for residents. Staff has researched other area municipal dog
parks and will be learning from their best practices and challenges in the installation and establishment of
rules. We will also be working in tandem with Richfield Public Works to do a lot of the installation; this will
help keep the project within budget ($80,000).
A few acres of green space are needed to construct a dog park. In order to do so, we have to remove a
facility that will have the least impact on park users; the hockey rink at Roosevelt Park will need to be
removed. We will encourage those affected by this change to utilize Augsburg Park rinks with a warming
house just a few blocks north.
Roosevelt Park has the following considerations met:
Accessible parking and sidewalks
Enough space for a large and small dog areas
Access to water
Lighting
High visibility
Shade
Space for seating and path around premier
Proximity to neighbors
Fits within budget
Minimal impact to overall park and removal of rink facility
Has proper soil drainage
