January 19, 2021 REGULAR COMMUNITY SERVICES COMMISSION REGULAR MEETING Tuesday, January 19, 2021 WebEx Meeting PRESENT CSC: Lisa Rudolph, Heather MacDonald, David Benson, Joseph Miller, Stephanie Nwaudo, Anne Flake STAFF: Amy Markle (Recreation Director), John Evans (Secretary), Brianna Rodgers (Wood Lake Naturalist) OTHERS: Lesley Farnham (Honoring All Vets Memorial) ABSENT CSC: Dan Smieja, Mejbah Ahmed, Art Felgate, Kevin Wendt OTHERS: Crystal Brakke (school board) Call to Order Chair Rudolph called the meeting to order at 7:03 pm. Approval of Minutes Benson moved to approve the minutes of the 11/17 regular meeting minutes. Approved, ayes all. Staff Reports Recreation Services, Recreation Services Director Markle reported on the following: • Programs have pivoted with some loosening of COVID regulations. • Arena has been busy with open skating and hockey. Wood Lake has been renting snowhoes and skis. • Outdoor rinks are groomed and open. • Staff is working with haulers to propose organized hauling. • Wrapped up our programs that were funded by the Hennepin County Save Our Summer Grant. Finished the year with the Holiday Lights Parade. Next year will see hammock stations built. • Hoping to reopen the pool and book performances for the band shell for 2021 in some capacity. Discussion Items Round Up for Richfield Parks: All-Terrain Wheelchairs at Wood Lake Wood Lake Naturalist Rodgers talked about the Grit Freedom all-terrain wheelchair and said that staff is hoping to purchase two of them to be used by Wood Lake visitors. Honoring All Veterans Memorial Lesley Farnham, HAVM Board Member, talked about the origin of the Memorial and invited members of the CSC to get involved and attend a the board meetings. Community Center Feasibility Markle said that the American Legion on Portland Avenue is selling their property and Council Members asked for a study to determine the feasibility of the land being purchased by the City for the construction of a community center. Markle said that research was done to determine the feasibility and it was determined that the cost of the construction and operation of a community center would be prohibitive for the City at this time. She said that she presented the findings to the City Council and the group discussed the needs that would be met by a new community center. Markle said that some of the needs may be met in conjunction with the construction of a new nature center building at Wood Lake. Committee Reports/Other No commission meetings were held in December MacDonald recapped the Richfield Food Drive in December, which was a great success with well over 4,000 pounds of food and personal items. RICHFIELD COMMUNITY SERVICES COMMISSION EXECUTIVE SUMMARY Meeting Date: February 16, 2021 Agenda Item: Election of Chair and Vice Chair/Appointment of Liaisons Agenda Section: Action Items Attachments: None Contact: Lisa Rudolph Recommended Action: Elect Chair and Vice Chair/Appoint Liaisons Every February, the CSC conducts an election of the Commission Chair and Vice Chair for the upcoming year, as well as appointments of liaisons to other City groups. DUTIES & TERMS OF THE OFFICERS These positions become active immediately at the February meeting for a one-year term. Chair/Vice-Chair The chair leads all regular and special meetings and is responsible for delivering the annual report to the City Council. The vice-chair shall preside at all meetings of the Commission in the absence of the chairperson. Liaisons Liaisons are appointed to act as representatives of the CSC on various other commissions, boards, and task forces, and report back to the CSC on items discussed by these other groups.
