Chair Wendt called the meeting to order at 7:02 pm. The 4/19 agenda, 3/15 regular meeting minutes, and 3/28 special joint session minutes
were approved by consensus.

Recreation Services Updates
Recreation Services Director Markle reported on the following:
• Earth Week: park cleanups, sustainability tips, storybook hike, Earth Day Celebration at Wood Lake are planned.
• Round-Up for Richfield at the liquor store in May, June, and July will benefit the dog park.
• Farmers Market: one more indoor, then outdoor opens May 14
• AARP Tax Aide finished up this week: 750 tax returns
• Richfield Dance season ended with recital
• Grant applications submitted for curling equipment and accessible picnic tables
• MN Magicians have moved out of Richfield. Interest from other organizations; will issue an RFP

Bike Park Presentation
Markle talked about the bike park that’s located by Lake Nokomis in Minneapolis. She identified a possible site at Taft Park where such a park
could be located. She introduced Torres and Olson, who reported about bike parks and how they helped implement the Nokomis Bike Park.
Monroe and Sheridan Playground Update
Markle reported that the RFP has been sent out to playground equipment vendors. Scoring will take place on May 3, 4, and 5, and the
recommended vendor will be brought to the CSC at the May meeting.

Recommend Council approval of the quote from Northland Recreation for the replacement of playground equipment
at Monroe and Sheridan Parks for a total project budget of $180,000.
On April 15, a request for proposal was sent to eight commercial playground vendor/installers to replace the
outdated play equipment at Monroe and Sheridan Parks in Richfield. The project is part of the approved 2022
Capital Improvement Budget and allocates $90,000 per park for the project.
Open houses and surveys were conducted to solicit input from the residents living near each of these parks. In
the survey, residents were asked to indicate which types of play features, color schemes, themes, and play
activities they preferred for their neighborhood park; these preferences informed many of the specifications
within the request for proposal. The deadline for play equipment vendors to submit their proposals was Friday,
April 29.
Northland Recreation was the only vendor to submit a proposal. If multiple proposals had been submitted, a
subcommittee of City staff and Community Services Commission members would have scored the proposals
based on the preferences expressed by the neighborhood residents, as well as other criteria based on safety,
variety of experiences, and accessibility. Since one proposal was submitted, staff reviewed it for all required
materials-insurance, construction bonds, specifications-as well as the inclusion of neighborhood preferences.
Based on this review, staff recommends an award of contract to Northland Recreation for the project. Their
proposal meets all requirements and they are a trusted vendor/installer with whom the City has worked in the
past (on the Augsburg Adventure Park, and currently on the Christian and Fremont Park projects).
If the CSC votes to recommend Council approval of the quote from Northland Recreation, the Council will
consider final approval at their May 24 regular meeting.
Removal of the old equipment and installation of the new equipment would begin after Labor Day, to minimize
disruption by waiting until school resumes. This timeline is pending any unforeseen delays (most recently,
supply chain issues delayed the Christian and Fremont Park project from Fall 2021 to Spring 2022).
