Call to Order
Lindholm called the meeting to order at 7:07 pm. Members, staff, and liaisons introduced themselves.
Approval of Minutes/Agenda
Due to it being the first meeting of the commission, there were no minutes to approve. Engeldinger
moved to approve agenda, seconded by Kueper, approved by all.

Discussion Items
Logistics
Lindholm reiterated that, per the bylaws, the commission meets on the fourth Thursday of the month at
7 pm in the Heredia Room unless notified otherwise. Meetings are canceled in July and December,
and rescheduled for the 3rd Thursday of November due to Thanksgiving. She also mentioned that
agendas and minutes will be emailed out ahead of a meeting. Those and other resources will be
displayed on the screen at the meeting, and only printed if individually requested, or under special
circumstances. Commissioners are requested to contact Lindholm if they will not be in attendance
partially to know if quorum will be met ahead of a meeting. Lindholm covered the rest of the bylaws
and went through Sturgis procedures and language for conducting meetings. Lastly, Lindholm gave an
overview of the roles of chair and vice-chair in advance of nominations and voting at the next meeting.
Mission
Lindholm read the commission purpose outlined in the official bylaws, and explained that the
commission is mostly set up for education purposes and for making recommendations to City Council.
She said that there are a few barriers with undertaking larger scale projects, like funding and staff
capacity. She also shared some of the opportunities that help with these initiatives like grants and
partner programs.
2020 Goals
Lindholm reviewed 2020 initiatives for the commission to collaborate on:
Organized Collection
General Recycling and Organics Education (Farmers Market, RWB Days, Penn Fest,
UWHM)
Richfield Climate Action Plan
Durenberger-Grunow asked if a climate emergency would be declared as part of a CAP. Lindholm
said that could be researched and discussed. Kueper asked how GreenStep Cities would factor into
the CAP. Lindholm said she would give a future presentation on the program but was interested in
seeing if it could be used as a framework for deciding actions/priorities. Engeldinger asked about what
education includes – including the audience, topics, and locations. Lindholm explained that

commission education efforts will be focused on residents at public events and sharing tips and
resources about environmental behaviors.
Miscellaneous Questions
Kueper asked how emailing with commission members connects with open meeting laws as well as
what resident information from applying and being on a commission is public or private data.
