1988-33496 HRA RESOLUTION N0. 334 RESOLUTION REGARDING OPERATION OF SECTION 8 RENTAL ASSISTANCE PROGRAMS WITHIN RICHFIELD WHEREAS, since 1975 the Metropolitan Council (Metro HRA) has operated a program of rental assistance for low income families and the elderly in Richfield; and WHEREAS, as of October 7, 1988, Metro HRA's authority to operate said program will terminate; and WHEREAS, the U. S. Department of Housing and Urban Development (HUD) has entered into an agreement with the Richfield .HRA (HRA) regarding the operation of a rental assistance program for approximately 53 households independent from Metro HRA; and WHEREAS, there are approximately 379 households living in Richfield which currently benefit from the rental assistance program operated by Metro HRA; and WHEREAS, the HRA wishes to provide for the orderly transition from Metro HRA to itself of primary responsibility for rental assistance within the City while not jeopardizing those currently receiving assistance. NOM, THEREFORE, BE IT RESOLVED by the Housing and Redevelopment Authority in and for the City of Richfield, Minnesota as follows: 1. The Metro HRA is authorized to operate a rental assistance certificate program in the City through the HRA, pursuant to an agreement between the parties providing the HRA with a minimum monthly reimbursement from the Metro HRA of $13.50 per unit. 2. Metro HRA is not authorized to operate a rental assistance voucher program independent of the HRA's, except for a phaseout period fallowing the adoption of this resolution not to exceed 90 days or such longer period as the executive director finds a reasonably necessary to allow transfer of responsibility of the voucher program from the Metro HRA to the HRA. 3. The Executive Director is authorized and directed to expand the HRA voucher program and reduce the Metro HRA certificate program within the City as expeditiously as possible. BE IT FURTHER RESOLVED by the Housing and Redevelopment Authority in and for the City of Richfield, Minnesota that this resolution shall not become effective unless by October 7, 1988, the Executive Director receives written assurances from the Metro HRA that: 1. On or before November 14, 1988, the Metro HRA shall execute a contract for administrative services incorporating those modifications presented to the HRA on October 3, 1988. 2. A Metro HRA executed copy of the contract previously mentioned is presented to the HRA on or before November 14, 1988. Passed this 3rd day of October, 1988. ~ ~ !/ ./! Thomas E.
