RESOLUTION ADOPTING POLICY OF INTERJURISDICTIONAL
MOBILITY IN HRA HOUSING PROGRAMS

WHEREAS, the Metropolitan Council is responsible for reviewing many state and
federally funded grant applications; and
WHEREAS, the City of Richfield submits applications for Land and Water
Conservation Act (LAWCON) grants and Legislative Commission on Minnesota (LCMR)
grants, which, if received, assist in funding parks and open space; and
WHEREAS, in the consideration of these applications, the Metropolitan Council
rewards communities which plan for and provide low and moderate income housing
opportunities; and
WHEREAS, according to Policy 39, communities are ranked by a point system
applied to performance criteria that evaluates how a community meets the housing
needs of low and moderate income persons; and
WHEREAS, Richfield can maintain or improve its ranking by getting additional
points; and
WHEREAS, Richfield would improve their ranking by an additional two points
if the HRA passed a resolution stating that a residency preference policy for
participation in Richfield housing programs does not exist; and
WHEREAS, this allows interjurisdictional mobility to occur where program.
guidelines allow.
NOW, THEREFORE, BE IT RESOLVED by the Housing and Redevelopment Authority
(HRA) in and for the City of Richfield, Minnesota;
That the HRA does not have a preference policy and adopts a policy of
interjurisdictional mobility in housing programs it administers.
Passed by the Housing and Redevelopment Authority in and for the. City of
Richfield this 19th day of April, 1982. -
