FOR IMFLI~NTATION WITHIN THE CITY OF RICHFIELD
~.: ~ i'7HEREA5, the Richfield HRA desires to assist low income home-
_ owners in making repairs to their homes for the purpose of correcting
defects affecting directly the safety., habitability, or energy image
of the propexty; and, - ~ .

. _ . _ ~ .. ~~ ~~, the Minnesota Housing Finance Agency has funds to be
- ~ ~ - - `°° used for such purposes, and will accept applications from housing and
~;.._A'~~ -~~; redevelopment authorities desiring to administer these Home Improvement
. , ~ Orant Program funds; and, . ~ .

- ~ ~1~REAS, the Metropolitan Council has been duly organized pursuanL-
~~. to Minnesota Statutes 473.06, Subd. 3 and Minnesota Laws 1975; Chapter
.. ~ 3.3, Section 6, Subd. 3; Section 21, Subd. 1; and Section 24, and has
_. ~ ~ al.l ref the powers and duties of a housing and redeuelopment authority
pursuant to Laws 1975, Chapter 13, Section 24 under the provisions of
-~ ~ the Municipal Housing and Redevelopment Act, Minnesota Statutes Section
_ ~. 462.411 to 452.711, and act amendatory thereof. .
"" P~OZd, 'IiIF~FORE, BE IT RESOLVED that the Metropolitan Council is
. '~ ~ -~ ~ Badre3~y requested to include the Richfield HRA in an application for
state Hame Improvement Grant Program funds, and that upon approval of
s~t~h application, the HRA and the Metropolitan Council will enter into
-_ _ `~ an: agreement far operating the program jointly within the city. Passed
