2022-09-08 MinutesRichfield Charter Commission Meeting Minutes September 28, 2022 Present: Martin Kirsch, Reed Bornholdt, Donna Drummond, David Lamberger, Lisa Rudolph, Ken Severson, David Gepner, Sidney Rehwaldt, Rori Coleman-Woods, Bill Bullock Absent: Michael Ulmer, Brandt Krueger, Michelle Dowell, Gordon Vizecky Guests: Chris Swanson, City Attorney Mary Tietjen The meeting was called to order by President Martin Kirsch at 7:00 pm. Old Business Minutes from the meeting of April 27, 2022 were reviewed. A motion to approve was made by Donna Drummond and seconded by David Lamberger to approve as written. The motion was approved. New Business Chris Swanson reviewed the changes discussed at our previous meeting. City Attorney Mary Tietjen reported that the City Council did not find much that hadn’t been addressed with the proposed changes. She reported that the Council had discussions regarding the emergency response provisions in section 2.06. If an emergency were in effect, there was concern on the ability to get in contact with all Council members. There was also discussion on the part of the Council the change the word “coordinate” to “confer” regarding the Mayor’s role. Tietjen will try to incorporate language that would encourage the mayor to reach out to Council members in times of an emergency declaration. We also discussed removing the word “reasonable” from section 3.01 regarding meeting notices. The references to dates in sections 2.05, 2.06 and 5.20 will also change from 180 days to 365 days. There were no changes needed for sections 10.02 or 13.14. Sections 2.02 and 6.02 refer to the Director of Public Safety. Further discussion of these sections led to the recommendation of adding the Fire Chief. Tietjen will try to incorporate the changes listed above and report back to the Charter Commission as soon as possible. No official action was taken at this meeting. A motion to adjourn was offered by Ken Severson and seconded by Sidney Rehwaldt. The meeting was adjourned at 8:06pm. Respectfully submitted, Bill Bullock Secretary
