12-06-1997 Special'~ Special City Council Meeting Minutes _/ Richfield, Minnesota Special Housing & Redevelopment Authority/ ~ City Council /Planning Commission Meeting December 6, 1997 The meeting was called to order by Mayor Kirsch at 8:35 a.m. 1 ~~~' Members Present: Martin Kirsch, Mayor; Michael Sandahl; Russ Susag and Kristal Stokes. Members Absent: Susan Rosenberg. HRA Members Present: Thomas Harms, Joan Helmberger, Michael Sandahl, Kristal Stokes, and Russ Susag. Planning Commission Members Present: Dan Linnihan, David Gepner, Terry Alhstrom, and Mitch Hadley. Staff Present James Prosser, City Manager; Thomas Ferber, City Clerk; Bruce Palmborg, Community Development Director; Bruce Nordquist, Housing & Redevelopment Manager; Marnie McGrath, Administrative Aide; Brian Mehl and Andrew Gillett, Community Development Technicians. ®thers Present: Fred Hoisington, Planning Consultant; Jill Schultz, Planning Consultant; and Richard Palmiter, Rottlund Homes. City Manager Prosser reviewed Council Memorandum No. 146 and provided a brief orientation regarding the Housing and Redevelopment Tour. Jill Schultz, Communications Consultant, narrated a slide presentation regarding some of the following issues: ® Housing historical perspective ® Reasons to be competitive Special Council Meeting Minutes -2- December 6, 1997 • Future housing needs • Replacement housing strategies • Richfield Rediscovered Program • Transformation housing. • Remodeling • Suggested selective redevelopment for town homes and other housing options • Previous commercial redevelopment • Housing choices impact on school population City Manager Prosser suggested that the City Council and Planning Commission may wish to take this slide presentation to various community groups. Upon completion of this presentation, the participants left City Hall for the bus tour. Planning Consultant Fred Hoisington narrated the bus tour of the following developments in six communities: • Centennial Lakes; Edina • Miracle Mile; St. Louis Park • West Ridge Area; Minnetonka • Fridley Townhomes; Fridley • Mainstreet; Columbia Heights • Minneapolis Riverfront and Townhomes at 20th & Riverside The key components reviewed were the following: • Housing • Retail • Pedestrian paths • "Sense of Place" • Transit services • Gateways • Traffic management The following design elements reviewed were the following: • Mass • Size • Site placement • Colors and materials • Entrance/exit and circulation features • Parking Walkways • Ponding • Signage • Landscaping and streetscape Special Council Meeting Minutes -3- December 6, 1997 Upon return to City Hall, participants briefly discussed their general impressions regarding what was observed during the tour and what may be applicable to Richfield.
