The meeting was called to order by Mayor Kirsch and HRA Chairperson Harms at
7:00 p.m.

Special Joint Meeting Minutes -3- March 17, 1997
Discussion followed regarding a comparison to the South Lyndale Avenue Study
process. Suggestions were made that combinations of portions of any alternatives. be
considered, that businesses be involved in the process, and that developers be involved
early in the process to help determine the practicality of design alternatives.
Lawrence Wozniczka, 6744 Wentworth Avenue, stated concerns regarding the
responsibilities of the City Council, Planning Commission, HRA; and Community Services
Commission in this process and which body was the driving force behind the project. He
stated that he felt there should be an economic analysis of the ideas. He also indicated that
he felt the City may have compromised its ability to negotiate with MnDOT regarding the I-
35W Project in order to get MnDOT assistance with the pond at Richfield Lake to assist with
the Richfield Lake project plan.
Executive Director Prosser reviewed the format and process for public input meetings
which emphasized and was designed for public participation rather than elected ofFcials or
City commissioners.
