The meeting was reconvened by Chair Harms at 8:03 p.m.

Larry Wozniczka, 6744 Wentworth Avenue, asked if the HRA funded the Lyndale Avenue
study. If so, what amount was paid to the consultant?
Executive Director Prosser will provide Mr. Wozniczka with the information he requested.
Executive Director Prosser reviewed HRA Letter No. 24 regarding the public hearing and
consideration of resolution authorizing sale of Richfield Rediscovered property at 6529
Emerson Avenue to Rockport Homes, Inc. and continuation of public hearing to sell 6837
Logan Avenue.
M/Sandahl, S/Helmberger fo close the public hearing.
M/Sandahl, S/Luettinger to continue the public hearings on 6529 Emerson and
6837 Logan Avenues.
Executive Director Prosser reviewed HRA Letter No. 25 regarding consideration of
resolution authorizing purchase of 68.24 Queen Avenue for Richfield Rediscovered new
construction.
M/Helmberger, S/Luettinger that the following HRA resolution be adopted. that it be
spread in the HRA resolution book and that it be made part of these minutes•

Motion tamed 5-0. This resolution appears as HRA Resolution No. 583 in HRA
Resolution Book No. 5
Executive Director Prosser reviewed HRA Letter No. 26 regarding consideration of
authorization to retain Maxfield Research Group to provide senior housing needs analysis
to include short term and long term housing strategies.
M/Sandahl, S/Susag to authorize the Executive Director to enter into an agreement
with Maxfield Research Group^orovide a senior housing analysis for 59.700.
Executive Director Prosser introduced Sid Inman, Ehlers ~ Associates.
Mr. Inman summarized the highlights of the tax increment district status report. Mr.
Inman stated the following:
1. The loss of market value in the CSM (ILN) district has made up the loss of value
in the base.
2. The CABA district will expire in 1996 and $257,000 of taxes will be returned to
the tax roles.
Mr. Inman stated that there was a potential threat to the HRA's ability to use interest
earnings from tax increment districts for redevelopment projects in the City.
The HRA directed staff to bring back options for addressing this serious potential
concern.

Executive Director Prosser reported on the potential impact on Richfield in the
Richfield Lake area for storm water run-off due to the upgrade of Crosstown 62 and 1-35W.
There is also a potential of losing some access to Richfield at Lyndale ftom Crosstown
and I-35W.
There was general discussion concerning the vacant service station property at
66th and Elliot. The HRA directed the Executive Director to offer the owner some
assistance on obtaining an appraisal for the property.
There was a general discussion regarding the car wash ske at 66th and
Bloomington.
A brief special HRA meeting was set for Monday, June 3, 1996.
