STAFF PRESENT: Martin J. Kirsch, Mayor; Steven Devich, Administrative
Services Director/ Acting Executive Director/Acting City
Clerk; Byron Wallace, Community Development Director
and Bruce Palmborg, Housing and Redevelopment
Coordinator.
OTHERS PRESENT: Laura Klein, Bill Schatzlein and RAMA members Arlene
Dixson, Ruby Steele, Andrew Atkins and Prudence
Meyer.
The meeting was called to order by Chair Harms at 6:00 p.m.
ITEM #1 MEETING OF THE HRA WITH THE RICHFIELD APARTMENT
MANAGERS ASSOCIATION (RAMA), HRA LETTER N0.62
Ms. Dixson stated that the group appreciates the opportunity to partner with the
City of Richfield in this endeavor. She expressed a concern for the continuation of the
program.
Mr. Atkins stated that he appreciated the program and especially the close
working relationship with the Police and Inspections Divisions.
Chair Harms asked about ideas and input for an incentive program for multiple
family housing.
Arlene Dixson asked that any incentive money involved be based upon some
sort of performance standard measurements.
Ms. Dixson also brought out the issue of occupancy standards and the changes
that are taking place in that arena.
Special HRA Meeting Minutes 2 October 16, 1995
There was general discussion concerning how to make renters feel more a part
of our community and welcoming them into the community.
The RAMA group expressed interest in low interest loans for specific projects.
Mr. Harms summarized by stating that the HRA and City Council are looking to
move the program to the next level and hoped to be able to work with RAMA toward
this goal.
