09-18-1995CITY OF RICHFIELD, MINNESOTA HOUSING AND REDEVELOPMENT AUTHORITY MEETING SEPTEMBER 18,1995 (NO QUORUM) HRA MEMBERS PRESENT: Joan Helmberger, Russ Susag. HRA MEMBERS NOT PRESENT: Tom Harms, Vem Luettinger, and Michael Sandahl. STAFF PRESENT: James Prosser, Executive Director; Thomas Ferber, City Clerk; Byron Wallace, Community Development Director; Bruce Palmborg, Housing & Redevelopment Coordinator, and John Dean, City Attorney. A quorum of the HRA was not present. Therefore, the scheduled meeting of the HRA could not be conducted. HRA Vice Chair Helmberger announced that the HRA agenda items that were scheduled for this evening would be continued to October 9, 1995 at 7:00 p.m. including the following: • CONSIDERATION OF RIGHT OF ENTRY AGREEMENT AND MAJOR POINTS OF DEVELOPMENT AGREEMENT; TOLD DEVELOPMENT COMPANY. • CONSIDERATION OF RESOLUTION AUTHORIZING PURCHASE OF PROPERTIES FOR RICHFIELD REDISCOVERED: • 6601 LOGAN AVENUE • 506 EAST 67TH STREET • 76TH AND EMERSON, LOT 1, BLOCK2 • 76TH AND EMERSON, LOT 1, BLOCK 1 • PUBLIC HEARING AND CONSIDERATION OF RESOLUTION AUTHORIZING SALE OF 7112 FIRST AVENUE. • PUBLIC HEARING AND CONSIDERATION OF RESOLUTION AUTHORIZING SALE OF RICHFIELD REDISCOVERED PROPERTY AT 6845 NEWTON AVENUE TO LOYAL THOMPSON AND 6812-13TH AVENUE TO ROCK PORT HOMES. This Special HRA Meeting will be held in conjunction with the Regular October 9, 1995 City Council meeting which will include an opportunity for the City Council to receive an update on the status of the TOLD Development Company proposal for the Cloverleaf site. HRA Vice Chair Helmberger suggested that since Ralph Robinson of TOLD Development Company was present, that staff and Mr. Robinson provide an update on the status of the proposal for the Cloverleaf site. HRA Meeting Minutes 2- September 18, 1995 Ralph Robinson, TOLD Development Company, indicated that the proposed project would likely consist of a six story first phase office building, an eight story second phase office building, and related parking structures. He stated the floor plates would be bigger than first proposed with a subsequent reduction in the height of the buildings. HRA Attorney Dean reviewed and answered questions regarding the proposed right of entry agreement and major points of the-proposed development agreement which would form the basis of a contract between the HRA and TOLD Development Company. General discussion followed regarding the following topics: • Timing of the right-of-entry agreement with TOLD Development Company. • Environmental issues related to the Cloverleaf site. • Proposed purchase of 506 East 67th Street. • Proposed purchase of 6601 Logan Avenue. • Options for redevelopment of the Emerson Avenue lots. • Richfield Rediscovered Parade of Homes • American LegionNFW collaboration and potential redevelopment of the American Legion site.
