08-30-1993 SpecialCITY OF RICHFIELD, MINNESOTA SPECIAL HOUSING AND REDEVELOPMENT AUTHORITY MEETING AUGUST 30, 1993 HRA MEMBERS PRESENT: Thomas Harms; Joan Helmberger; Russ Susag; Vern Luettinger; and Larry Wozniczka. STAFF PRESENT: James D. Prosser, Executive Director; Steven Devich, Administrative Services Director/Acting City Clerk; Byron Wallace, Community Development Director; Bruce Palmborg, Housing and Redevelopment Coordinator; and Bridget Walstrom, Finance Manager. The meeting was called to order by Chair Harms at 7:00 p.m. Item #1. CONSIDERATION OF APPROVAL OF PROPOSED PROPERTY TAX LEVY FOR PAYABLE YEAR 1994 FOR CERTIFICATION TO HENNEPIN COUNTY AND SET DATE FOR OPTIONAL PUBLIC BUDGET HEARING FOR 1993 REVISED/1994 PROPOSED BUDGET AND TAX LEVY, HRA LETTER NO. 36. Executive Director Prosser outlined HRA Letter No. 36 regarding consideration of approval of proposed property tax levy for payable year 1994 for certification to Hennepin County and set date for optional public budget hearing for 1993 Revised/1994 Proposed Budget and tax levy. Mr. Prosser summarized the mayor initiatives and highlights of the Proposed 1994 Budget. Administrative Services Director Devich summarized the 1994 tax levy of $163,118 and stated it was a 1.7~ decrease from the previous year. Mr. Devich also reviewed the tax levy for the past four years. Community Development Director Wallace reviewed the HRA budget on a division by division basis, pointing out significant items in each division account. Mr. Wallace and Mr. Prosser responded to questions which arose during the course of the presentation. Commissioner Helmberger asked that the CDBG purchases for the New Home Program done by the City be indicated in a note in the budget. Commissioner Harms asked that a listing of employees of the HRA by position be forwarded to HRA Members. HRA Meeting Minutes There was general administered Section 8 stated that the HRA is expenses of the progra August 30, 1993 page 2 discussion regarding the locally Rental Assistance Program. Mr. Wallace now in a position of recovering all of the m through program revenues. Commissioner Wozniczka asked about a cash flow memo prepared by Publicorp in May 1993 for the LHN in conjunction with the budget. Mr. Devich responded that it was his recollection that while one or more years may reflect a negative balance because of debt service schedules or commercial property values, the overall position of the entire LHN reflects a strong fund balance. M/Luettinger, S/Helmberger to set November 15, 1993 as the date for a public budget hearing for the 1993 Revised/1994 Proposed Budget and tax lever. Commissioner Wozniczka asked about the report generated by Publicorp concerning the Tax Increment Districts and the repayment schedule for the Richfield Rediscovered loans. Mr. Harms stated that these issues were not part of the motion and that the resolution was now under consideration. Motion carried 5-0. M/Susag, S/Helmberger that the following resolution be adopted; that it be spread in the resolution book and that it be made part of these minutese HRA RESOLUTION N0. 481 RESOLUTION APPROVING PROPOSED 1994 HOUSING AND REDEVELOPMENT AUTHORITY BUDGET AND CERTIFYING THE PROPOSED TAX LE~~ Motion carried 5-0. This resolution appears as Resolution No. 481 in HRA Resolution Book No. 4. Chair Harms requested that staff prepare a memo for the next HRA meeting regarding the cash flow reporting of the Tax Increment Districts.
