08-24-1992 SpecialCITY OF RICHFIELD, MINNESOTA SPECIAL HOUSING AND REDEVELOPMENT AUTHORITY MEETING AUGUST 24, 1992 HRA MEMBERS PRESENT: Thomas Harms; Joan Helmberger; Ivan Ludeman; Vern Luettinger; and Larry Wozniczka. STAFF PRESENT: James D. Prosser, Executive Director; Steven Devich, Administrative Services Director/Acting City Clerk; Byron Wallace, Community Development Director; and Bridget Walstrom, Finance Manager. OTHERS PRESENT: Michael Sandahl, City Council Member. The meeting was called to order by Chair Harms at 5:30 p.m. [J Item #1 CONSIDERATION OF APPROVAL OF PROPOSED PROPERTY TAX LEVY FOR PAYABLE YEAR 1993 FOR CERTIFICATION TO HENNEPIN COUNTY AND SET OPTIONAL DATES FOR PUBLIC BUDGET HEARINGS FOR THE 1992 REVISED/1993 PROPOSED BUDGET AND TAX LEVY, HRA LETTER N0. 26. Executive Director Prosser introduced the budget session, outlined the process to be followed and indicated that Community Development Director Wallace would present the budget. Community Development Director Wallace presented an overview of the budget. Mr. Wallace then proceeded to summarize the budget on a program-by-program basis, responding to Commissioners' comments and questions as they arose. Commissioner Wozniczka stated a concern that while the airport program was in the HRA budget, City Council Members set the goals and objectives for the program. Executive Director Prosser responded that the issue had been brought before the City Council in the past but could be revisited again. Commissioners questioned the allocation of staff time to the various programs. Mr. Wallace responded that a one-page document summarizing this allocation has been prepared. It will be provided to each Commissioner. Commissioner Ludeman stated that he wants an amortization or tax projection schedule on the LHN District. s HRA Minutes -2- Commissioner Wozniczka stated that he had a few issues concerning the budget, including discussing the airport budget with the City Council, the possibility of installing a metal or rubber base at the railroad crossings in the LHN on 66th Street and generally cleaning up the railroad tracks between 65th and 66th Streets in the LHN. Mr. Prosser responded that the rubber base for the railroad tracks would likely cost approximately $50,000. He added that staff would review the maintenance issue on the railroad tracks right-of-way. M/Ludeman, S/Luettinger that the following resolution be adopted; that it be spread in the resolution book and that it be made part of these minutes: HRA RESOLUTION NO. 455 RESOLUTION APPROVING PROPOSED 1993 HOUS3NG AND REDEVELOPMENT AUTHORITY BUDGET AND CERTIFYING THE PROPOSED TAX LEVY Motion carried 5-0. This resolution appears as Resolution No. 455 in HRA Resolution Book No. 4. M/Ludeman, S/Luettinger to set November 16. 1992 as the date for a public budget hearing for the 1992 Revised/1993 Proposed Budget and tax levx.
