CITY OF RICHFIELD
HOUSING AND REDEVELOPMENT AUTHORITY
SPECIAL MEETING
NOVEMBER 28, 1983

Chairman Tom Harms called the special meeting of the HRA to order at 7:00
p.m. He noted the lack of a cuorum present to conduct the business of the HRA
and announced that the special meeting would be reconvened at J:00 p.m, Tuesday,
November 29, 1983.
The continued concurrent HRA/City Council meeting was called to order at
7:05 p.m. by Chairman Tom Harms.
Present: Commissioners Hassenstab, Helmberger, Ludeman, Luettinger, Harms
1. Concurrent HRA/City Council Hearing on Proposed Housing Plan and
Executive Director John Cartwright and Community Development Director Dennis
Kraft presented an overview of the housing plan and programs.
Commissioners commented on the plan and stated it presented a balanced
plan for the housing needs of Richfield.
Discussion followed concerning the specific programs proposed on Portland
Avenue, the Lincoln Hills school site and the Godfather Block.
No persons from the audience wished to speak.
After the hearing was closed by the city council, council action was taken
to approve the plan and program resolutions, deleting reference to the Linco•In
Hills program.
Motion by Luettinger, seconded by Ludexaan that the following resolution be
adopted; that it be spread in the resolution book and that it be made a part of
these minutes:

STATUTES, CHAPTER 462C
Poll of votes: Ayes - Hassenstab, Helmberger, Ludeman, Luettinger, Harms.
