The concurrent meeting of the HRA and city council was called to order
at 7:45 p..m. by Vice Chairman Luettinger.

1. Approval of Minutes of the Regular Meeting of July-19, 1983

Councilmembers present: Buuce, Hassenstab, Kirsch, Ludeman, Priebe
Motion by Hassenstab, second by Ludeman to approve the minutes of the
regular HRA meeting of July 19, 1983.
All ayes - Carried. Absent - Harms.

Acting City Manager Tom Morgan introduced the concept plan, indicating
that under the proposal, Graham Avenue would be vacated and the auto parts building
would be rehabilitated and extended to join the Trestman building. It was also
indicated that a restaurant would be included in the development and would be
requesting a liquor license for its operation.
Questions followed regarding the status of liquor licenses available for
issuance by the city. Acting City Manager Morgan indicated that the number of
licenses is limited. by city ordinance to seven, although state law would allow
up to eighteen licenses to be issued by the city.
Comanunity Development Director Dennis Kraft introduced Mr. Jerry Trestman
and Mr. Dick Enrico, developers of the project. Mr. Trestman noted his earlier
work with Bruce Palmborg of the city staff concerning redevelopment plans,
particularly with regardrto looking for a restaurant to be included in the

development. It was indicated-that the restaurant would cover 6,000 to 7,000
square feet of space, and ultimately 130 parking spaces would be provided,
providing a total parking area, when combined with the parking north of his
center, of 250 parking spaces. Mr. Trestman reviewed the concept plan, showing
that the proposal would involve a shopping Centex apprpximately 300 feet long.
Discussion followed among council members concerning the availability
of property for parking and traffic circulation in the area.
Mr. Dick Enrico, who operates Scarpelli's Restaurant in Minneapolis,
indicated his plans for a family restaurant, using a hockey theme, but indicated
that a liquor license would be needed in order for the establishment to be
successful.
Comments were made concerning the city's approach to the matter of liquor
and restaurant operations, that the majority of the establishments' sales would
have to be sales other than liquor.
Vice Chairman Luettinger asked for comments from the audience concerning
this proposal, but no one wished to speak.
Motion by Hassenstab, second by Ludeman to approve the concept of the
development as presented to the HRA, pending further work by the city staff
and the developer, and including tentative agreement for the plans for a liquor
license to be issued.
All ayes - Carried.
Councilmember Priebe asked about financing plans for the center and
possible uses of tax increment financing.
Motion by Priebe, second by Ludeman to indicate preliminary support
for the project by the city council.
All ayes - Carried.
